RESOLUTION WAIVING THE REQUEST FOR PROPOSAL PROCESS AND AUTHORIZING THE EPS DIRECTOR TO SIGN AN AGREEMENT WITH AETNA TO PROVIDE HEALTH CARE BENEFITS FOR EMPLOYEES, RETIREES AND THEIR DEPENDENTS FOR 2003.

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

WHEREAS, a Labor-Management-Retiree Committee conducted a Request for Proposal Process in 2000 and recommended an agreement with Aetna in 2001 and 2002 for the provision of health benefits to employees, retirees and their dependents; and

WHEREAS, the County received an initial notice of a 41.7% premium increase upon renewal from Aetna which the County sought to reduce by changing co-payments; and

WHEREAS, the County and labor agreed in negotiations to retain Aetna but to modify co-payments in order to reduce overall premium increase; and

WHEREAS, the County received a modified proposal from Aetna that reduced the premium increase to 25.6% and modified co-payments and said modified proposal was acceptable to the County and labor in negotiations;

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the Request for Proposal process is waived and the Director of Employee and Public Services is hereby authorized and directed to sign an agreement reflecting the negotiated terms on behalf of the County of San Mateo upon County Counsel approval.
