Agreement with Caturay Dental Practice

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an agreement with Caturay Dental Practice.

 

Background

The state of California requires the provision of basic dental health services for inmates. The state also mandates that written Policies and Procedures be in place to assure emergency and medically-required dental care is provided to each inmate, upon request, under the direction and supervision of a dentist licensed by the state. Only basic, medically required dental care is provided at the Maguire Correctional Facility for inmates of the San Mateo County jail system. Without the capacity to provide in-house treatment, inmates would have to be transported by Sheriff's deputies to San Mateo Medical Center or to outside, more expensive facilities.

 

Discussion

A Request for Proposals (RFP) for the provision of dental care to inmates of the San Mateo County jail system was developed and distributed by way of newspaper advertising and mailings to potentially interested parties. Selection criteria included experience working in correctional facilities and ability to provide dental services in this unique setting. Caturay Dental Practice was the only dentist who responded to the RFP to provide dental services in the Maguire Facility.

Dr. Caturay has been providing exceptional dental services to inmates in the San Mateo County jail system since January 2000. Prior to Dr. Caturay acquiring this contract, inmates were frequently waiting 2 to 3 weeks for services. At present there is a delay of less than one week.

Caturay Dental Practice also owns and operates a dental clinic within San Mateo County and can provide emergency dental services to the jail should the need arise. Caturay Dental Practice can perform simple surgical procedures on site which reduces the need and cost of providing such services at San Mateo Medical Center or other community facilities.

Vision Alignment

This agreement keeps the commitment: Ensure basic health and safety for all, and Goal Number 5: Residents have access to healthcare and preventive care. The agreement contributes to this commitment and goal by ensuring that inmates in the San Mateo County jail system have access to medically required dental care.

 

Fiscal Impact

The term of the agreement is January 1, 2003 to December 31, 2005. The total amount of the agreement is $283,608. Although the term of the agreement is for three calendar years, the agreement will be paid over four fiscal years. The portion budgeted in Correctional Health for FY2002-03 is $47,268. The balance will be included in future year budgets: $94,536 for FY2003-04, $94,536 for F2004-05 and $47,268 for FY 2005-06.
