Acceptance of a Grant Award (Award #CF02-SMCHC-300) from the Universitywide AIDS Research Program (UARP)

 

Recommendation

    1) Adopt a resolution accepting a grant from the Universitywide AIDS Research Program in the amount of $39,852.

    2) Approve an Appropriation Transfer Request (ATR) accepting increased revenue ($39,852) and increasing the appropriation limit in Salaries and Benefits, and Service and Supplies ($39,852).

 

Background

The Clinical Trials and Research Unit of the San Mateo Medical Center was established by the Health Services Agency in 2000 in order to provide a mechanism and infrastructure for the conduct of clinical treatment trials and medical or psychosocial research projects for the benefit of the residents of San Mateo County. A preliminary assessment by the Unit staff identified HIV as a problem affecting many of the County's Hispanic patients, for which there was not a clinically proven method of screening in this population.

 

Discussion

The Clinical Trials and Research Unit submitted a proposal for the Dynamic Topology of HIV in San Mateo's Hispanics: A Descriptive Study of a Clinic Subpopulation screening program for persons with HIV in response to a "Request for Proposals" for research projects involving people with HIV. On November 4, 2002, the Universitywide AIDS Research Program notified the county that the proposal had been favorably received and the award granted. The county will receive $39,852 for fiscal year 2002-2003 and $40,824 for FY2003-2004, for a total amount of $80,676 over a period of two fiscal years.

The primary purpose of this study is to identify demographic characteristics, legal status, migratory patterns, sexual behavior and illicit drug using practices among recently diagnosed HIV infected Hispanics in the San Mateo County AIDS program. Through structured interviews, we will explore the hypothesis that Hispanics in the San Mateo County AIDS Program (SMCAP) participate in unique migratory and sociosexual networks that affect disease and epidemiology, clinical presentation and treatment.

The second purpose is to compare access, and clinical, virologic/immunologic outcomes of antiretroviral (ARV) therapy in San Mateo County's Hispanic patients compared to non-White Hispanics and African-Americans using County AIDS services.

Vision Alignment

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The award contributes to this commitment and goal by providing a screening program for recently diagnosed HIV infected Hispanics in the San Mateo County AIDS Program.

 

Fiscal Impact

The total amount of the award for the first year is $39,852. It is anticipated that an amount not to exceed $40,824 will be made available and reimbursable for the second year of the project (FY2003-04). Administrative oversight, technical assistance, and project monitoring will be provided by existing Clinical Trials and Research staff. There is no net county cost associated with this project.
