First Amendment to the Agreement with Leslie Packer, Ph.D.

 

Recommendation

Adopt a Resolution authorizing the execution of a First Amendment to the Agreement with Leslie Packer, Ph.D. to add $2,490 for a total obligation of $102,090 for the provision of psychological assessment services. The term of the Agreement remains the same, July 1, 2002 through June 30, 2004.

 

Background

The Human Services Agency has contracted with individual therapists to provide psychological evaluations for children and families in the Juvenile Court Dependency System. When children are abused or neglected their psychological condition is affected and it is essential to understand the results of such maltreatment in order to plan effectively for the in-home or out-of-home care that is necessary to stabilize these children and undertake treatment for their current condition. In addition, the psychological state of their parents must be assessed in order to determine the risk of leaving such children at home and in order to effectively plan reunification services if the children must be removed from their homes. Psychological evaluation services are often court ordered, and may be initiated by the Human Services Agency Social Workers if approved by their Supervisors.

 

Discussion

A list of authorized professionals is maintained by the Human Services Agency in order to have providers readily available when services are ordered by the Court or when a Social Worker and Social Worker Supervisor determine that an evaluation is necessary for the effective determination of how a case should proceed through the court system.

 

Leslie Packer, Ph.D. is one of the providers who provides psychological evaluation and court-ordered therapy services to the Human Services Agency Children and Family Services. Dr. Packer has increased her rate for therapy services from $120/hour to $150/hour. Current rate of Psychological Evaluators range from $100/hr to 150/hr., Leslie Packer's request is within the current range of rates paid for therapy for Children and Family Services providers. This First Amendment to the Agreement will allow social workers to utilize the professional services from Dr. Packer that is necessary to serve the clients.

 

County Counsel has reviewed and approved this Amendment as to form.

 

Vision Alignment

The Amendment with Dr. Leslie Packer, Ph.D. keeps the commitment of: Ensuring basic health and safety for all and goal number 6: Children grow up healthy in safe and supportive homes and neighborhoods. This Amendment contributes to this commitment and goal since Dr. Packer will be providing psychological services to families that are in need.

 

Fiscal Impact

The term of the First Amendment to the Agreement remains July 1, 2002 through June 30, 2004. The total obligation for the term of the Agreement is $102,090. The amended portion of this Agreement is $2,490 and is funded through Child Welfare Services Funding. Funds are budgeted through the FY 2002-03 Children and Family Services Budget. There is no additional Net County Cost due to the approval of this Amendment.
