Reroofing and Structural Upgrades to the Francisco Sanchez Adobe - Pacifica Area (Project No. P5F01)

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the re-roofing, fumigation and structural upgrades to the Sanchez Adobe historic building.

 

Key Facts

The Sanchez Adobe needs to be reroofed and fumigated as the existing roof has reached the end of its service life and there are wood boring beetles present in the some of the roof's structural members. Seismic work should also be done when the roof is off and the support members are exposed.

 

Background

A structural report prepared for the Sanchez Adobe determined that the structure is one of "intermediate risk," as the roof framing rests on the adobe walls but is not anchored for resistance to seismic shaking. In addition the anchorage of the walls to the second floor is not adequate by today's standards.

 

The existing roof is extremely worn, curling up, and covered with algae. These conditions inhibit the runoff of water off of the roof and encourages rot and leaking. A pest control report also recommended that damaged wood members should be replaced with new material and the entire structure should be fumigated for the eradication of wood boring beetles.

 

Proposed Project

The existing roof will be removed and any wood-framing members judged to be deteriorated beyond repair will be replaced. New cedar shingles will be installed and boards will be placed over the roof ridges to retain historical accuracy. Fumigation shall be done following completion of the construction if there are sufficient funds for this work.

 

The proposed project will provide seismic strengthening with the least impact to historic "fabric" as per the Secretary of the Interior's Standards for the Treatment of Historic Properties (1995). The work will be concealed under the flooring or is in the attic. The second floor framing and roof framing will be connected to the walls by means of rods embedded into the thick adobe walls, and the bolts at the top of the rods will be attached to the framing systems. The only impacts are one-inch diameter holes drilled into the adobe wall material, and these holes will be covered with a modified soil and white washed to match the existing color of the wall.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all," as the project will improve the County facility for the benefit of both the employees and the public that use these facilities.

 

Fiscal Impact

The work is estimated to cost $310,000, and the appropriation may not be sufficient to cover the entire scope of work. Therefore, we are recommending and have developed a base bid for the roof replacement, repair/replacement of roof framing members, and structural anchoring of the roof framing. The base bid work is estimated to cost $210,000. We will also request additive work bids that may be included at any time during the construction period via contract change orders for: 1) structural anchoring of the second floor; 2) structural anchoring of all corners and intersecting walls; 3) whitewash the first floor ceilings and second floor overhang above the porch; and 4) fumigation of the entire structure for the eradication of wood boring beetles.

 

The project was included in the 2002-2003 Capital Projects Budget and is being financed with General Funds and the five percent (5%) surcharge on facilities fees.

 

A form of resolution has been approved by County Counsel.
