Edison Way Reconstruction Project - North Fair Oaks Area

Recommendation

Adopt a resolution authorizing the Department of Public Works to proceed with the design for the reconstruction of Edison Way between:

 

1.

1st Avenue and 5th Avenue using a 33-foot-wide road with curb and gutter on either side (36-foot curb to curb);

 

2.

5th Avenue and 7th Avenue using a 22-foot-wide road with a 3-foot valley gutter on the industrial side and a 2-foot valley gutter on the residential side; and

 

3.

7th Avenue and 11th Avenue using a 22-foot wide road with a 3-foot valley gutter on either side;

 

as shown on the attached Project Location Map.

 

Previous Board Action

Adopted minimum road standards and a priority list for future minimum road improvements in the North Fair Oaks area.

 

Key Facts

1.

The minimum road standards adopted for the North Fair Oaks area provides the property owners with several alternate minimum road sections.

   

2.

Edison Way between 1st Avenue and 5th Avenue and between 5th Avenue and 11th Avenue are the first two projects on the road reconstruction priority list adopted by your Board for the North Fair Oaks area.

   

3.

The following tables are summaries of the results of the property owner surveys which were used to determine if property owners desired to have minimum improvements constructed and to which standard.

Discussion

The proposed project will reconstruct the roadway on Edison Way between 1st Avenue and 11th Avenue to the standards adopted by your Board, which have either been selected by a majority of property owners or selected based on the "default option". This is consistent with the methodology adopted by your Board in June of 2002 to determine which option would be used when property owners on a specific street agree that the street should be reconstructed, but cannot agree on what standard should be used.

 

The minimum standard proposed to be constructed between 2nd Avenue and 5th Avenue is a 33-foot-wide road with curb and gutter on either side, the default option, since none of the options offered received over 50% of the votes from the residential property owners as shown in Table 1.

 

Many property owners have expressed their concern with drainage and the potential for exacerbating flooding on Edison Way in connection with road improvements during the Road Standards adoption process. We will develop methods to mitigate any increase in runoff if your Board approves of our moving forward with the design of Edison Way by creating areas to store water, installing pervious shoulders to allow water to percolate into the ground, reconstructing the existing storm drain facilities in Edison Way, and improving drainage routes within the project limits.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7 "maintain and enhance the public safety of all residents and visitors," as it improves the conditions of the road surface for the benefit of the residents and public that use these roads.

 

Fiscal Impact

The estimated cost of constructing the proposed improvements based on previous work in the area is $1,300,000. The work is proposed to be financed with Road Funds, Mitigation Fees, 1/2 Cent Transportation Funds or County Service Area 8 Funds. The use of these funds for the project will be determined once plans are completed and a detailed project cost estimate is developed.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.

 

A copy of this report has been sent to the owners of the property adjacent to Edison Way and we will report any comments from the property owners that we receive.
