No Parking Zones on Coronado Street and a Stop Sign on Obispo Road at Coronado Street - El Granada Area

 

Recommendation

Adopt:

 

a)

an ordinance establishing no parking zones on Coronado Street, County Road No. 920B; and

 

b)

a resolution establishing a stop sign on Obispo Road, County Road No. 105C.

 

Previous Board Action

Entered into a cost sharing agreement with the State of California Department of Transportation for the installation of a signal system at the intersection of State Highway 1 and Coronado Street in the El Granada Area.

 

Key Facts

The proposed no parking zones and stop sign will facilitate the orderly movement of traffic through the recently completed signalized intersection.

 

Discussion

Coronado Street at Highway 1 is the most southerly of three intersections that provides access into and out of the El Granada area of the MidCoast. The County cooperated with the State in financing the installation of a signal at this intersection which was warranted based on traffic volumes and accident rates. The State determined, and we agreed, that vehicles parked on Coronado Street near this intersection would impede the flow of traffic onto and off of Highway 1 and could pose a safety problem. We are therefore recommending that these areas be established as no parking zones. The State painted the curbs as part of the construction project and the proposed supporting ordinance will codify this action.

 

Obispo Road intersects Coronado Street approximately 90 feet from Coronado intersection with Highway 1. We are recommending that a stop sign be installed on the Obispo Road leg of this "T" intersection to assign the right of way to Coronado Street. This will assign the right of way to the Coronado traffic and provide for the smooth flow of traffic off of Coronado onto Highway 1.

 

Vision Alignment

We believe our recommendation is consistent with Goal Number 7, "maintain and enhance the public safety of all residents and visitors" of the Shared Vision Commitment to "ensure basic health and safety for all," as the no parking zones and stop sign will improve safety for motorists approaching the intersection of Coronado Street and State Highway 1.

 

Fiscal Impact

The estimated cost of the stop sign installation is estimated to be $300, and is proposed to be financed with Road Funds. As stated above, the State had previously painted the curbs red. There is no impact to the General Fund.

 

A form of ordinance and resolution has been approved by County Counsel.
