Resolution Revising the Procedures to Determine the Minimum Road Standards for Future Road Improvements in the West Menlo Park Area

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board previously approved procedures to be used by the Department of Public Works to determine the minimum road standards to be used when reconstructing streets in the West Menlo Park area; and

 

WHEREAS, the Department of Public Works has used said procedures to determine the minimum improvements that have been constructed on some streets in the West Menlo Park area; and

 

WHEREAS, the Director of Public Works has recommended that said procedures be modified in order that the minimum standards proposed to be built are more aligned with the desires of the property owners that respond to the Department's questionnaires, or to avoid conflicts with existing facilities or obstructions in the roadway area; and

 

WHEREAS, this Board has reviewed and considered the recommendation of the Director of Public Works.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that the following procedures are to be used by Department of Public Works to determine if road improvements will be built on a specific street and the minimum road standard to be used in the design of the road improvements:

 

Public Works will:

 
 

1.

Conduct a survey of property owners on a block by block basis to determine if minimum road improvements for a specific street are desired by the property owners and whether the majority prefer the 18-foot or the 22-foot-wide standard.

 
 

2.

a)

Determine if a minimum of 50% of the property owners on a front footage basis on the block indicate that they desire minimum improvements; and

 
   

b)

Begin the design of minimum road improvements using the 18-foot-wide standard where a majority of the property owners responding on a front footage basis indicate that they want this standard; or

 
   

c)

Begin the design of minimum road improvements using the 22-foot-wide standard where a majority of the property owners responding on a front footage basis indicate that they want this standard.

 
 

3.

Revert to the 18-foot standard on streets where the 22-foot-wide standard is preferred, if it is determined that the 22-foot standard results in conflicts with existing drainage patterns or major obstructions in the roadway area, and allow for the installation of a single valley gutter in the center of the road or on one side of the road where topography or limited right-of-way precludes the construction of valley gutters on both sides of the road.

 
 

4.

Cease all work for any block of a street that is being considered for road improvements and proceed to survey the property owners on the next street on the priority list adopted by this Board for the West Menlo Park Area, if less than 50% of the property owners based on a frontage basis, on the block in question responds to the survey; or if more than 50% of the property owners, based on a frontage basis, respond that they do not want minimum improvements constructed on their street. Road improvements will not be considered for the block in question until after all other streets on the priority list have been sequentially evaluated for standard improvements and standard improvements as desired by the residents have been constructed.
