Recommended Revision to the Salary Ordinance

Recommendation

 

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

 

The salary ordinance changes herein represent:

· reclassifying eight positions

· splitting four full time positions into eight half time positions

· adding one new differential

· deleting one position, and

· adding six positions

These actions were approved by the County Manager's Office.

Fiscal Impact

 

The reclassification/position deletion actions represent a monthly salary and benefit savings of $3821 or an annual savings of $45,852.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 13000 ASSESSOR'S OFFICE

 

Action:

Add: One position of B300, Deputy Director for Automation Services

Biweekly Salary: $2850.40 - 3563.20

Approximate Monthly Salary: $6176 - 7720

Explanation:

This is the addition of one new position of Deputy Director for Automation Services. This position will be responsible for the overall coordination of technology efforts in the Assessor's Office that are key to provision of information and services to the public. This action represents a monthly salary and benefits cost of $10,036 based on filling the positions at the top step in the range, however the position is fully funded by the Assessor's Office Modernization Trust Fund. The total number of authorized positions is increased by one.

ORGANIZATION 14000 CONTROLLER'S OFFICE

 

Action A:

Add: One new differential of 10% for specific Senior Internal Auditor assignments

   

Explanation:

This is the addition of one new differential of 10% to be provided to employees in the Senior Internal Auditor classification when performing management and operational audits. These audits require significantly different skills than required for traditional financial audits and this differential recognizes those skills. This action does not change the number of authorized positions.

Explanation:

This is the reclassification of two filled positions of Audits Manager and Information Technology Manager to the classification of Financial Services Manager II and the deletion of one vacant Financial Services Manager II position in a separate division. With the recent retirement of one of the staff at the Financial Services Manager II level in the Office the Controller has taken the opportunity to change assignments of a variety of staff members. These changes make the two positions of Audits Manager and Information Technology Manager more accurately classified in the Financial Services Manager II class. This action represents a monthly salary and benefits savings of $9077 based on filling the positions at the top step in the range. The total number of authorized positions is decreased by one.

Reclassify: Two positions of H035, District Attorney's Inspector

Approximate Monthly Salary: $5554 - 6943

To: Two positions of H100, Senior District Attorney's Inspector

Biweekly Salary: $2708.80 - 3386.40

Approximate Monthly Salary: $5869 - 7337

   

Explanation:

This is the reclassification of two positions of District Attorney's Inspector to the classification of Senior District Attorney's Inspector. This change will add two lead positions to the Investigation Bureau. The Senior positions will provide lead direction to investigation of cases in the criminal or civil investigation units and will be responsible for critical and complex cases. The current staffing ratio of one supervisor to 10 staff supports the addition of these lead positions. This action represents a monthly salary and benefits cost of $1024 based on filling the positions at the top step in the range. There is no change in the total number of authorized positions.

Action:

Add: Four positions of B010, Crime Analyst - Unclassified

Biweekly Salary: $2007.20 - 2508.80

Approximate Monthly Salary: $4349 - 5436

And: One position of B018 Executive Secretary - Unclassified

Biweekly Salary: $1745.60 - 2181.60

Approximate Monthly Salary: $3782 - 4727

   

Explanation:

This is the addition of five positions to the Northern California High Intensity Drug Trafficking Area (HIDTA) program. The five positions were approved by the HIDTA Executive Committee as part of their budget process and need to be added to the Salary Ordinance as the County provides administrative services for the program. This action represents a monthly salary and benefits cost of $34,412 based on filling the positions at the top step range. This action increases the total number of authorized positions by five.

Action A:

Reclassify: One position of G226S, Community Program Specialist series

Biweekly Salary: $1588.00 - 2608.80

Approximate Monthly Salary: $3441 - 5652

To: One position of K001S, Librarian series

Biweekly Salary: $1694.40 - 2309.60

Approximate Monthly Salary: $3671 - 5004

   

Explanation:

This is a downward reclassification of a Community Program Specialist position to the classification of Librarian II. The work of the position is more appropriate to the professional Librarian classification concept. This action represents a monthly salary and benefits savings of $842 based on filling the positions at the top step range. There is no change in the total number of authorized positions.

   

Action B:

Reclassify: One position of V230, Information Technology Technician

Biweekly Salary: $1994.40 - 2492.80

Approximate Monthly Salary: $4322 - 5402

To: One position of V235, Information Technology Analyst

Biweekly Salary: $2515.20 - 3144.00

Approximate Monthly Salary: $5450 - 6813

   

Explanation:

This is an upward reclassification of a currently filled Information Technology Technician position to the classification of Information Technology Analyst. The duties of the position have grown with the expansion of the library's information-based services so that the work is now more appropriately represented by the Information Technology Analyst classification. This action represents a monthly salary and benefits cost of $1834 based on filling the positions at the top step range. There is no change in the total number of authorized positions.

Action:

Reclassify: One position of E531, Department Data Processing Specialist

Biweekly Salary: $1595.20 - 1994.40

To: One position of V235, Systems Support Specialist, Public Health

Explanation:

This is an upward reclassification one vacant Department Data Processing Specialist position to the classification of Systems Support Specialist, Public Health Services. The technical support duties traditionally performed by the classification of Department Data Processing Specialist have been transferred to the Information Services department. However, the department still needs critical coordination support provided by their staff. The classification of Systems Support Specialist, Public Health Services will provide that support. This action represents a monthly salary and benefits cost of $3240 based on filling the positions at the top step range. There is no change in the total number of authorized positions.

Split: Four full time positions of F009S, Patient Care series

Biweekly Salary: $1681.60 - 1988.00

Approximate Monthly Salary: $3643 - 4307

Into: Eight part time positions

   

Explanation:

This is the splitting of four full time patient care positions into eight part time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action increases the total number of authorized positions by four.

Delete: One position of F016, Staff Nurse

Approximate Monthly Salary: $5743 - 6788

   

Explanation:

This is the upward reclassification of one existing filled position of Staff Nurse to Charge Nurse. Several years ago a nurse practitioner for the AIDS Program Clinics was transferred to Willow Clinic and a staff nurse was approved to work out of class as the clinic's charge nurse. This short-term solution was used because it was unclear whether the clinic would remain in the AIDS Program. As the clinic continues to remain in the AIDS Program, the need for supervision of the nurses in this unit also continues and the position should be made permanent. This action represents a monthly salary and benefits cost of $605 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.
