Agreement with Acionyx, Inc

 

Recommendation

Adopt a resolution authorizing the President of the Board of Supervisors to waive the request for proposal process and authorizing the execution of an agreement with Acionyx, Inc. for programming services in an amount not to exceed $191,000.00, for the period of 01/07/03 through 12/31/03.

 

Background

During the month of August, 2002, Acionyx, Inc. provided systems programming for the development of a web based tax information and payment system. This system would interface directly with the Tax Collector's Departmental AS/400 Tax System providing real-time tax information to the public. The purpose of the 30 day contract was to develop such an application for the secured tax roll. The application was developed and tested, but not deployed at that time due to departmental time and resource constraints.

 

The purpose of this contract is to deploy the previously developed secured tax module as well as to develop and deploy similar applications for the other tax rolls (supplemental, unsecured, and tax defaulted property). These applications would also be developed to interface with the Tax Collector's credit card payment processor, Official Payments.

 

In addition, the current county telephone information system (IVR) licensed by Sonant, Inc., accesses an NT server in ISD's Data Center to obtain secured property tax information. This information is sent to the server from the Tax Collector's departmental AS/400 Tax System initially when the tax roll is built and then daily as changes occur to the data on the AS/400. To better serve the public and to provide more reliable data, the Tax Collector wishes to discontinue this transfer of secondary information and provide the real-time data to the IVR system directly from the departmental AS/400. Acionyx, Inc. would provide the programming expertise to accomplish this.

 

Discussion

Since Acionyx, Inc. developed the current secured tax information system, it is important they provide continuity in the development of the final modules. For this reason, we believe a waiver of request for proposal process would be in the best interests of the County.

Fiscal Impact

The one year contract with Acionyx, Inc. will cost a total of $191,000.00. This is already included in the Tax Collector's budget.
