Recommendation

1. Adopt a resolution changing the membership and clarifying the functioning of the Emergency Medical Care Committee.

2. Adopt a resolution creating the Housing and Community Development Committee.

 

Background

Last June, your board adopted new resolutions for the majority of county advisory boards and commissions. At that time, several groups, including the Emergency Medical Services Committee (EMCC), the Community Development Committee (CDC) and the HOME Program Review Committee (HPRC) requested that we delay action on the resolutions related to those groups in order to provide time to consider substantive revisions. All three groups have now completed their organizational analysis and have requested our assistance in preparing new resolutions.

 

Discussion

The EMCC has proposed to clarify its responsibilities and to expand its membership. It proposes to add the County Health Officer, County Coroner, Director of Public Safety Communications, and the Area Coordinator of the Office of Emergency Services or his designee to the list of categorical members.

 

As well, the description of its functions has been updated to include such activities as preparedness for incidents of bio-terrorism.

 
 

In an effort to make the affordable housing and community development funding process more efficient, the Office of Housing engaged an independent consultant to determine an effective structure for the groups that advise the Board on housing & community development issues.  The Office of Housing has proposed to combine the HPRC and the CDC into one committee, to be called the Housing & Community Development Committee (HCDC) to deal with all three federal funding programs, CDBG, HOME and Emergency Shelter Grant (ESG).  This group would break into subcommittees to discuss the three major components of community development -- Housing, Public Facilities and Public Services (including Shelter Operations) -- to enable the Office of Housing, Human Services Agency to make recommendations to your board concerning the allocation of funds.  When the new committee is formed the HPRC and CDC will be dissolved.  The membership of the new committee includes the membership of the former committees, and the resolution provides that the 12-year term limit does not apply to time the members have served on the old committees.

 

Anticipated Future Action

Our next group of resolutions will address the three municipal advisory councils for Pescadero, Mid-Coast and North Fair Oaks.

 

Vision Alignment

The Resolutions keep the commitment of realizing the potential of our diverse population, and goal number two (2), "civic engagement- including voting, public service, charitable giving, volunteerism and participation in public discussions of important issues- is uniformly high among the diverse population." The resolutions contributes to this commitment and goal by providing opportunities for a broad and diverse group of residents to participate in local government in ways that are both effective and meaningful.
