Acceptance of Grant Award from the Substance Abuse Mental Health Services Administration

Recommendation

    1. Adopt a resolution accepting a Grant Award from the Substance Abuse Mental Health Services Administration.

    2. Approve an Appropriation Transfer Request (ATR) to accept increased

    Revenue for Fiscal Year 2002-03.

 

Background

Since 1987, the San Mateo County AIDS Program (SMCAP) has been providing outreach, health education, case management and residential and non-residential drug treatment services to areas within the county that have a high incidence of HIV/AIDS and substance abuse. By working in collaboration with community-based agencies that are familiar with different target areas, SMCAP has been able to customize our services and to increase the level of HIV testing and street-based outreach provided in specific areas.

 

Discussion

SMCAP submitted a proposal to the Substance Abuse Mental Health Services Administration (SAMHSA) for the Center for Substance Abuse Treatment (CSAT) to provide services to clients who are substance abusers and at risk for HIV and Hepatitis B/C. Services to be provided include outreach, assessment, risk management education and counseling, case management and referrals to drug treatment programs. On October 4, 2002, SAMHSA notified SMCAP that the award was granted. The Grant has a project period of five years from September 30, 2002 to September 29, 2007. Funds are allocated on a budget year. SMCAP will receive $450,291 for year 1, $480,518 for year 2, $484,872 for year 3, $489,357 for year 4, and $493,977 for year 5, for a total of $2,399,015. Funds from this grant will be used to contract services and drug treatment for clients who are substance abusers and at-risk for HIV and Hepatitis B/C, to pay the program evaluators and a half time assessor, for client incentive costs and administrative expenses.

 

County Counsel has reviewed and approved this agreement.

Vision Alignment

The agreement with SAMHSA keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The agreement contributes to this commitment and goal by providing HIV outreach intervention and testing and prevention case management to improve the quality of life for those living with, or at risk for, HIV/AIDS.

 

Fiscal Impact

The period of the project is September 30, 2002 to September 29, 2007. $337,718 in revenues and expenditures for the period of September 30, 2002 to June 30, 2003 is included in the attached ATR. Revenues and expenses for subsequent years will be included in future recommended budgets. Existing AIDS Program staff will provide all administrative oversight, technical assistance and project monitoring. There is no net county cost as a result of the acceptance of the Grant and approval of the ATR.
