Recommendation |
Adopt a resolution authorizing the President of the Board to execute a second Amendment to the Agreement with Jefferson Union High School District. |

Background |
Jefferson Union High School District (JUHSD) operates the Daly City Youth Health Center (DCYHC), which has been in operation for twelve years. DCYHC serves youth in Pacifica, Daly City, Colma, Brisbane and parts of South San Francisco. On February 13, 2000, your Board approved a three year agreement with JUHSD to provide Mental Health Services -System of Care (MHS-SOC) for youth at DCYHC, services to participants in the Prevention of Repeat Offenders Program (PROP), outpatient care through the Mental Health Plan managed care network, and a Health Care for the Homeless (HCH) program. On June 25, 2002, your Board approved an amendment that granted increases to JUHSD programs, reorganized goals and objectives, updated equal benefits and non-discrimination language, and implemented the new managed care rates for FY 2001-02 and FY 2002-03. |

Discussion |
Current budget constraints necessitate reduction of certain County services, and the services at DCYHC are impacted by these reductions. This second amendment reduces funding for the Mental Health Services -System of Care (MHS-SOC) services at DCYHC beginning December 1, 2002 and terminates PROP as of November 30, 2002. Managed care services for the Mental Health Plan (MHP) have been reduced by $10,000. Teen Healthcare for the Homeless services will be provided continuously through a separate agreement with the Department of Hospital and Clinics beginning November 1, 2002. Those services will be provided through this agreement through October 31, 2002. |

This agreement with Jefferson Union High School District keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at risk youth, and others - achieve a better quality of life. This agreement contributes to this commitment by providing mental health system of care services for youth at the DCYHC. |

The term of the agreement remains July 1, 2000, through June 30, 2003. For FY 2002-03 MHS-SOC funding is reduced from $69,960 to $61,233 and PROP funding is reduced from $40,810 to $17,004. MHP funding is reduced from $25,000 to $15,000. The approved budget for Mental Health Services for FY 2002-03 is $93,237, which is a reduction of $42,533. State and Federal Medi-Cal will cover $15,247, and the net County cost for FY 2002-03 is $77,990. Funding for HCH for FY 2002-03 is decreased by $50,155 to a new maximum of $25,077 for services through October 31, 2002. The Department of Hospital and Clinics will contract directly with DCYHC for these services beginning November 1, 2002. |

The total cost of the amended agreement for the three-year term is $530,248: $175,541 for HCH services, and $354,707 for Mental Health services. |
