Amendment 2 to the agreements with El Concilio of San Mateo County and Free at Last

Recommendation

Adopt a resolution authorizing the President of the Board to execute amendment 2 to the agreements with El Concilio of San Mateo County and Free at Last.

 

Background

The San Mateo County AIDS Program (SMCAP) provides comprehensive HIV/AIDS services including education and prevention, surveillance, HIV testing and counseling, early intervention, health care, clinical trials, social services, and advocacy. The goal of these services is to increase awareness of the transmission and prevention of HIV/AIDS; to facilitate early care and intervention by connecting people with services; and to improve the quality of life for those living with the disease in San Mateo County.

 

On August 20, 2002, your Board approved agreements with El Concilio of San Mateo County and Free at Last for the period of July 1, 2002 through June 30, 2003, for HIV prevention case management and outreach, HIV street outreach services and residential and non-residential drug treatment services. Funds for these services are provided by grants from the California Department of Health Services and from the Substance Abuse Mental Health Services Administration (SAMHSA) for the Center for Substance Abuse Treatment (CSAT). However, the funding term for the CSAT grant was October 1, 1999 to September 30, 2002. Therefore, the period of CSAT services included in the agreements was for the three months of July 1, 2002 to September 30, 2002.

On November 2002, CSAT notified SMCAP that all unspent funds for previous fiscal years would be re-allocated back to programs, and on December 17, 2002, your Board approved amendment 1 to the agreements with El Concilio of San Mateo County and Free at Last to continue providing CSAT services for the months of October, November and December 2002.

 

Discussion

SAMHSA has awarded SMCAP a grant in the amount of $2,399,015 to provide CSAT services for the period of September 30, 2002 to September 29, 2007. Funds from this grant will be used to continue providing CSAT services, to increase services in the San Mateo County North area and to pay for treatment of clients. In December 2002, SMCAP issued a Letter of Interest (LOI) in place of a Request for Proposals for CSAT services. The LOI was sent to twelve prospective providers. El Concilio of San Mateo County and Free At Last were the only two providers to respond to the LOI and were subsequently chosen to provide the services for SMCAP.

 

Amendment 2 to the agreements with El Concilio of San Mateo County and Free at Last adds the following CSAT-related services to be provided for the period of January 1, 2003 to June 30, 2003: outreach to clients who are substance abusers and at-risk for HIV and Hepatitis B/C, risk management education and counseling, case management, administer the Government Performance and Results Act assessment tool, and provide referrals to drug treatment programs. In addition, Amendment 2 incorporates the Health Insurance Portability and Accountability Act (HIPAA) language into the agreements.

County Counsel has reviewed and approved these amendments.

 

Vision Alignment

The contracts with El Concilio of San Mateo County and Free at Last keep the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventive care. It also keeps the commitment of goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The contracts contribute to this commitment and goals by providing HIV outreach intervention and testing and prevention case management to improve the quality of life for those living with, or at risk for, HIV/AIDS.

 

Fiscal Impact

The term of the agreements remains the same; July 1, 2002 through June 30, 2003. The total amount of funding for the original agreement with El Concilio of San Mateo County was $50,421. Amendment 1 added $16,500 and amendment 2 adds $41,100 in CSAT funds for a new total of $108,021. The total amount of funding for the original agreement with Free at Last was $173,056. Amendment 1 added $20,625 and amendment 2 adds $41,100 in CSAT funds for a new total of $234,781. All program expenditures are included in the 2002-2003 AIDS program budget.
