First Amendments to Nine Flat Rate Agreements with Various Providers of Alcohol and Drug Prevention and Treatment Services

 

Recommendation

Adopt a Resolution authorizing execution of first Amendments to flat rate Agreements with: 1) Asian American Recovery Services; 2) El Centro de Libertad; 3) Free At Last; 4) The Latino Commission; 5) Project Ninety, Inc.; 6) Service League of San Mateo County; 7) Sitike Counseling Center; 8) Women's Recovery Association; and 9) Youth and Family Assistance; and

 

Background

On October 29, 2002, the County of San Mateo entered into flat rate Agreements with various service providers for alcohol and drug prevention and treatment services. These Agreements included prevention, perinatal and Bay Area Services Network (BASN) parolee services recommended through three separate Reqest for Proposals (RFP) processes for these specific service modalities. In addition, several of the Agreements included services funded through one-time funds and/or nonreimbursable services which are entirely supported by client fees.

 

Payments for ongoing alcohol and drug treatment modalities not incorporated into the Agreements were authorized under a continuing Resolution through December 31, 2002. Final negotiations of service levels for the these ongoing treatment modalities were contingent upon the state and County budget processes. Additional negotiations resulted in contract language changes pertaining to payment procedures.

 

Discussion

These Amendments add residential, intensive day and nonresidential treatment as well as treatment readiness services. These services are funded both through the County's Negotiated Net Amount and Drug/Medi-Cal contract with the state and through County funds allocated for these services. In addition, the Amendment to the Agreements with Free At Last adds $191,000 in one-time funds for men's residential services.

 

The Resolution and Amendments have been reviewed and approved as to form by the County Counsel's office.

 

Performance Measures

Alcohol and Drug Services is in compliance with the Human Services Agency's Outcome Based Management (OBM) Program Plan. Below are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug treatment services.

Vision Alignment

These first Amendments to the flat rate Agreements are consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality for life. The Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Fiscal Impact

Total increase in contract funding through these Amendments is $3,519,919. This amount has been included in the FY 2002-03 Human Services Agency Budget for Alcohol and Drug Services. There is no additional Net County Cost. Of the total amount, funding is as follows:
