Appropriation Transfer to Recognize OES Countywide Domestic Preparedness Equipment Grant

 

Recommendation

Approve an Appropriation Transfer (ATR) in the amount of $234,800 to recognize federal pass-through Domestic Preparedness Grant funds, received from the Governor's Office of Emergency Services in December, and to establish an appropriation to purchase the approved equipment for various agencies and jurisdictions within San Mateo County.

 

Background

On November 12, 2002, your Board approved Resolution 065683, authorizing the Sheriff to submit a grant application on behalf of the Countywide Emergency Services Joint Powers Authority Council for Domestic Preparedness Equipment funding. Submission of the grant was also approved by the JPA Council at their Fall, 2002 quarterly meeting. This grant program is specifically intended for first responder agency equipment and supplies acquisition, for the purpose of preparedness to respond to an incident(s) of domestic terrorism and/or the aftermath of the usage of weapons of mass destruction within the County.

During this past Christmas week, written confirmation of a grant award in the amount of $234,800 was received from the Governor's Office of Emergency Services. Subsequently, on January 3, 2003, a check in that amount was received from the State Controller. The grant award letter was dated December 10, 2002, and further instructions require that the funds be encumbered (committed by formal purchase order) by February 10, 2003.

 

Discussion

The Sheriff's Office has subsequently met with Employee & Public Services Purchasing Division staff, who have offered their cooperation to help "fast-track" the purchase requisitions in order to meet the tight State time frames. Fortunately, OES staff completed much of the preparatory work, including obtaining the required competitive pricing quotations, in the process of researching the proposed equipment list for the initial grant application itself. OES staff completed this work at the request of the agencies receiving grant equipment, which include various City police departments, South County Fire Authority, and County Emergency Medical Services. This will save time in awarding purchase orders now. Most of the items were competitively researched with multiple quotations; a few, such as the Atrophine auto injectors for first responder nerve gas protection, currently have only a sole supplier nationwide. The equipment to be acquired through the grant has been approved for first responder agency acquisition through the State and ultimately, federal Homeland Security agencies.

The recommended ATR establishes an appropriation of $234,800, with an offsetting grant revenue in the same amount. The State funds have already been received. A new County org unit under the Sheriff's Office OES program, Org 30546 - Countywide Terrorism Grants, has been established by the Controller's Office to track the funds, and the recommended ATR sets up the grant budget within this new Org. Based on contacts with State OES and Federal FEMA and the Office of Criminal Justice Planning agencies, at least three additional countywide domestic preparedness grants for equipment, planning and training activities are anticipated over the next 18 to 24 months, and, with your Board's approval, these will eventually be budgeted within the new Org when grant funds are received.

 

Vision Alignment

As noted in the prior Board report approving grant submission, this action aligns with Goal No. 22 - County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County.

The County Counsel's Office has reviewed and approved this report and ATR as to form.

 

Fiscal Impact/Grant Allocations

The grant award will purchase domestic preparedness safety suits, equipment, supplies, and emergency medical supplies for various agencies in the following allocations: Countywide Emergency Medical Services ($52,195); South County Fire Authority ($14,130); San Mateo Police & Fire Departments ($71,763); San Bruno Police & Fire Departments ($59,348); Daly City Police & Fire Departments ($8,696); South San Francisco Fire Department ($2,500); and Millbrae Fire Department ($2,250); with the balance reserved for sales tax, shipping and delivery costs. Other County jurisdictions have either received funds under two previous grants administered through Environmental Health Services, or will receive funding allocations in anticipated future grants - eventually, all County first responder agencies should receive at least the minimum terrorism preparedness equipment and supplies.

There is no increase in net County cost resulting from the recommended ATR. The grant budget is offset by already-received grant funds. The Sheriff's Office will not receive any funds directly though this particular grant (the Countywide Bomb Squad and other Sheriff's first responder programs have received equipment through previous Environmental Health-administered Weapons of Mass Destruction grants.)
