RESOLUTION SPECIFYING THE RESPONSIBILITIES AND MEMBERS OF THE EMERGENCY MEDICAL CARE COMMITTEE AND STANDING RULES FOR ITS GOVERNANCE

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, this Board of Supervisors has previously created the Emergency Medical Care Committee, whose purpose is to review and advise the Board of Supervisors on countywide Emergency Medical Services; and

 

WHEREAS, the Emergency Medical Care Committee is authorized by Health & Safety Code §§ 1797.270, 1797.272, 1797.274 and 1797.276, and Resolutions Nos. 25072 (5/68), 37712 (9/77), 53276 (10/89), and 55838 (2/92); and

 

WHEREAS, this board wishes to further clarify the functioning of the Emergency Medical Care Committee and to set forth the standing rules for its governance.

 

    NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED as follows:

 

1. This Board hereby confirms the creation of the Emergency Medical Care Committee, whose purpose is to review and report to the Board of Supervisors its observations and recommendations relative to its review of the emergency medical services system in San Mateo County.

2. The Emergency Medical Care Committee shall at least annually, report to the State Emergency Medical Services Authority and the local EMS Agency its observations and recommendations relative to its review of the emergency medical services system in San Mateo County. This review will satisfy the requirement of a yearly work plan that applies to all county advisory bodies, and shall include, but not be limited to, the following:

    · Emergency medical response and emergency medical care to include call receipt and dispatch, first response, ambulance transportation, hospital emergency departments, trauma care and other specialty centers;

    · Ambulance services operating within the County;

    · Voice and other electronic communications capabilities within the EMS system;

    · Community education in emergency medical care such as CPR, Automated External Defibrillation, first aid, injury prevention;

    · Medical/Health Disaster Plan to include a process for strategic leadership, direction, coordination and assessment of activities to ensure local readiness, interagency collaboration, and preparedness for bioterrorism, infectious disease outbreaks and other public health threats and emergencies.

    · Review and comment on Federal, State, and County legislation; and

    · Review and comment on contracts with prehospital and hospital providers.

3. In addition, the Emergency Medical Care Committee shall submit its observations and recommendations to the Board of Supervisors and shall act in an advisory capacity to the Board of Supervisors and to the local EMS agency on all matters relating to emergency medical services as directed by the Boards of Supervisors, including but not limited to establishment and monitoring of guidelines defining emergency medical care and services within the County of San Mateo, the presentation of recommendations to improve emergency medical care and services, and the establishment and monitoring of critical patient treatment and transfer guidelines and protocols.

4. The Emergency Medical Care Committee shall consist of twenty one (21) voting members, as follows:

    Appointed members

    One (1) representative of the San Mateo County Hospital Administrators.

    One (1) representative of the San Mateo County Medical Society.

    Two (2) Fire Service representatives, at least one of which will be a representative of the San Mateo County Fire Chiefs Association.

    One (1) representative of the American Heart Association, local chapter thereof.

    One (1) representative of the American National Red Cross, local chapter thereof.

    One (1) physician who is currently an emergency physician at a San Mateo County receiving hospital.

    One (1) registered nurse who is currently an emergency nurse at a San Mateo County receiving hospital.

    One (1) representative of the California Highway Patrol.

    One (1) licensed and accredited San Mateo County EMT-Paramedic, who shall be employed as a field care EMT-Paramedic by the county-wide exclusive emergency ambulance contractor.

    One (1) representative of the county-wide exclusive emergency ambulance contractor.

    One (1) representative of the San Mateo County Police Chief's Association.

    Five (5) consumer representatives who have no pecuniary or professional interest in emergency medical care.

 

    Categorial Members

    The following members shall serve as members of the Emergency Medical Care Committee by virtue of their position.

    The County Health Officer,

    The County Coroner,

    The County Director of Public Safety Communications, and

    The Area Coordinator of the Office of Emergency Services or his designee.

5. The appointed members of the Emergency Medical Care Committee shall be appointed by the Board of Supervisors. The Board of Supervisors may seek and consider recommendations of the constituent groups which the member represents.

6. Members appointed by the Board of Supervisors shall serve terms of four years, which begin on Apr. 1 and end on March 31. Upon the conclusion of a term, a member may be reappointed subject to a maximum of twelve years of full terms. The twelve year limit does not include partial terms to which members may be appointed at the beginning of their service, or holdover service caused by delay in appointing a replacement at the end of a members service.

7. The Emergency Medical Care Committee will comply with all standing rules for county boards, commissions and advisory committees that are established by the Board of Supervisors.

8. The Emergency Medical Care committee shall be staffed by the Health Services Agency.
