Recommendation |
Adopt a Resolution authorizing a Lease Agreement with Peninsula Library System for office space at 32 W. 25th Avenue, Suite 203A, San Mateo, for the Womens, Infants and Children's Nutritional Program. |

Background |
Since 1995, the San Mateo office of the Womens, Infants and Children's Supplemental Program (W.I.C.) has been located at 32 W. 25th Avenue, Suite 203A in San Mateo. This program provides nutrition assessment, counseling and education to low income pregnant and breastfeeding women and supplemental nutrition to infants and children to age 5. The current lease expired on August 31, 2001 and occupancy continued on a month-to-month tenancy under the term of the holdover provision. The delay in negotiation of a new lease was primarily due to the sale of the building to Peninsula Library System. |

Discussion The proposed lease is for approximately 3,068 square feet and is for five years. The proposed initial rent of $6,136 per month ($2.00 per square foot) represents a reduction in rent from the current rate of $9,053 ($2.95 per square foot), and enables the County to avoid the significant costs that would be associated with moving the program. The Landlord is responsible for all costs, including maintenance and utilities. |

The Director of Health Services concurs with this recommendation. County Counsel has reviewed and approved the lease agreement as to form. |

Vision Alignment |
The lease agreement keeps the commitment of ensuring basic health and safety for all and goal number 5: Residents have access to healthcare and preventative care. The lease agreement contributes to this commitment and goal by providing a facility that will support the County's efforts to provide access to health care for pregnant women and their children. |

Fiscal Impact |
The W.I.C. program is funded by the State Department of Health Services. The new lease results in a reduction in rent of $2,917 per month. |
