Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

 

Summary

The salary ordinance changes herein represent:

· reclassifying one position

· combining two part time positions into one full time position

· converting eleven unclassified positions to classified status,

· the salary adjustment of one classification, and

· completing a reorganization in the Environmental Services Agency administrative services division

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification action represents no change in a monthly salary and benefit costs.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 25000 DISTRICT ATTORNEY'S OFFICE

Action:

Change: The salary rate for the classification of A018, District Attorney, is adjusted by an additional 2% on each of the following dates: January 5, 2003, January 4, 2004 and January 2, 2005.

   

Explanation:

Explanation: This is the adjustment of salary of the classification of District Attorney. This change was inadvertently omitted in the Management resolution recently adopted by the Board of Supervisors. These adjustments are based on the salaries paid for similar work in the adjoining counties. This action results in no change to the total number of authorized positions.

   

ORGANIZATION 35000 ENVIRONMENTAL SERVICES AGENCY

Action:

Transfer from Park and Recreation: One position of D045, Administrative Services Manager I

Biweekly Salary: $2688.80 - 3360.80

Approximate Monthly Salary: $5826 - 7282

   

Explanation:

This is the transfer of one position of Administrative Services Manager I from Parks and Recreation to the Environmental Services Agency Administrative Services Unit. This action is the result of a review and consolidation of budgetary and administrative support services in these two parts of the agency in an effort to reduce costs while maintaining service levels. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

   

ORGANIZATION 39000 PARKS AND RECREATION

Action:

Transfer to Environmental Services Agency: One position of D045, Administrative Services Manager I

Biweekly Salary: $2688.80 - 3360.80

Approximate Monthly Salary: $5826 - 7282

ORGANIZATION 66000 SAN MATEO COUNTY MEDICAL CENTER

Action:

Combine: Two part time positions of F009S, Patient Care series

Biweekly Salary: $1681.60 - 1988.00

Approximate Monthly Salary: $3643 - 4307

Into: One full time position

   

Explanation:

This is the combining of two part time nursing positions into one full time position. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action decreases the total number of authorized positions by one.

Action A:

Reclassify: One position of E414, Patient Services Specialist

Biweekly Salary: $1482.40 - 1852.80

Approximate Monthly Salary: $3212 - 4014

To: One position of E413, Lead Patient Services Assistant

Biweekly Salary: $1482.40 - 1852.80

Approximate Monthly Salary: $3212 - 4014

   

Explanation:

This is the lateral reclassification of one existing vacant Patient Services Specialist position to the classification of Lead Patient Services Assistant. This will make the job functions consistent with other clinics and allows the Fair Oaks Family Health Center to accommodate the significantly increased number of patients attending the clinic, which has resulted in the need for more assistance with registrations and scheduling of appointments.

This action represents no change in salary and benefits costs. There is no change in the total number of authorized positions.

   

Action B:

Change: Three positions of B083S, Patient Services Assistant - unclassified series

Biweekly Salary: $1228.80 - 1619.20

Approximate Monthly Salary: $2662 - 3508

To: Classified status

Explanation:

This is the conversion of three unclassified positions in the Community Access program to classified status. These positions were originally established through grant funding and were appropriately created in the unclassified service. Since implementation, however, the positions have been integrated into the overall delivery structure and provide ongoing services. As the positions are anticipated to fill an ongoing need it is appropriate to convert them to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.

Change: Six positions of B183, Community Worker - unclassified series

Biweekly Salary: $1179.20 - 1629.60

Approximate Monthly Salary: $2555 - 3531

One position of B156, Mental Health Program Specialist - unclassified

Biweekly Salary: $2254.40 - 2817.60

Approximate Monthly Salary: $4885 - 6105

One position of B112S, Mental Health Caseworker - unclassified series

Biweekly Salary: $1859.20 - 2606.40

Approximate Monthly Salary: $4028 - 5647

To: Classified status

Explanation:

This is the conversion of eleven unclassified positions in the Chronic Disease Clinic to classified status. These positions were originally established through grant and other uncertain long term funding and were appropriately created in the unclassified service. Since implementation, however, the positions have been integrated into the overall delivery structure and provide ongoing health services in the clinic. As the positions are anticipated to fill an ongoing need it is appropriate to convert them to classified status. This action represents no change in monthly salary and benefits costs. There is no change in the total number of authorized positions.
