Recommendation |
Adopt a resolution authorizing the President of the Board of Supervisors to execute an Amendment to an Agreement with AT&T Media Services. |

Background |
On September 10, 2002, your Board executed an agreement with AT&T Media Services to air media spots for the Used Oil, Stormwater and Household Hazardous Waste programs within the Public Health and Environmental Protection Division. The agreement term is for September 2, 2002 until August 31, 2005, with the maximum amount $180,000. |

Smoke Free Start for Families (SFSF) Program provides free tobacco cessation services to pregnant and lactating women, in an effort to protect fetuses, infants and children from the hazards of tobacco. That program includes outreach and education efforts best achieve through mass media communications. |

Discussion |
One of the primary goals of the SFSF Program is to increase the number of program referrals to cessation services among pregnant and postpartum women. Seventy-five percent of County households subscribe to cable and surveys indicate that residents depend on cable television for their information. SFSF will work with AT&T Media services to develop and implement a television campaign designed to raise awareness of the services provided by the SFSF Program. |

The duration of the SFSF campaign will be four months, and outcomes will be evaluated at the end of the period. Contractor will report to SFSF the number of people who viewed the spots. AT&T Media Services will work with SFSF staff to determine the most effective method to reach the target audiences with a television ad. The contractor will create the script, recruit and screen the talent needed, develop, edit, and place the ad. |

Vision Alignment |
This amendment to the Agreement with AT&T Media Services keeps the commitment of ensuring basic health and safety for all and goal #6: children grow up in safe and supportive homes and neighborhoods. The amendment contributes to this commitment and goal by raising the public's awareness about the hazards of tobacco and the free tobacco cessation services available from the Smoke Free Start for Families program. |

Fiscal Impact |
The amendment does not change the original contract term of September 2, 2002 through August 31, 2005. The amount of the agreement is being increased by $18,000, bringing the contract total to $198,000. The amendment is fully funded by grant monies from the San Mateo County Children and Families First Commission. There is no net County cost associated with this amendment. |
