Grant Agreement with Lucile Packard Foundation for Children's Health

 

Recommendation

Adopt a Resolution:

 

1)

Authorizing the President of the Board to accept a two-year grant from the Lucile Packard Foundation for Children's Health.

 

2)

Approve an Appropriation Transfer Request (ATR) in the amount of $66,667 for FY 2002-03.

 

Background

The Prenatal to Three Initiative (PTT) uses Touchpoints as its underlying set of operating principles. San Mateo County is one of some 28 Touchpoints sites in the country. Part of the ongoing mission of PTT is to train providers who work with young families in the use of Touchpoints in their practice.

 

PTT implements home visiting, parent support groups and provider training using a multi-disciplinary team approach. The County contracts with community-based organizations for the services of community workers, who have been important members of the PTT team. The community workers make home visits and serve families through case management. They also function as Touchpoints group leaders in various sites throughout the county.

 

Discussion

This grant from Lucile Packard Foundation supports the Touchpoints training work that PTT aims to accomplish over the next two years. The goal is to give Pre-to-Three providers the skills and knowledge they need to work effectively with families with young children in San Mateo County. By November 2004, at least 100 health, childcare and social service providers will complete Individual Level Touchpoints training; fifty people will be trained during each year of the grant.

 

In addition, this grant pays for contracted services of community workers in their case management work with uninsured family members. The goals are: 1) to increase parenting confidence and capacity among the uninsured population that receives Pre-to-Three services; and 2) to mitigate behavior related situations which endanger the health, welfare or development of infants and toddlers. By November 2004, at least 50 uninsured individuals will receive support services from community workers.

Vision Alignment

This grant agreement with Lucile Packard Foundation keeps the commitment of ensuring basic health and safety for all, and goal numbers 5 and 6: "Residents have access to healthcare and preventative care" and "Children grow up healthy in safe and supportive homes and neighborhoods." The agreement contributes to these commitment and goals by providing training and support for the Prenatal-to-Three Initiative.

 

Fiscal Impact

The term of the agreement with Lucile Packard Foundation is November 1, 2002 through November 30, 2004. The total amount of the agreement is $200,000. In FY 2002-03, PTT will add $66,667 to the budget for these activities, and an ATR is attached. The remaining $133,333 will be included in the FY 2003-04 ($100,000) and FY 2004-05 ($33,333) budgets. No impact on net County Cost is anticipated.
