1st Amendment to Eleven FY 2002-03 Fee-For-Service Alcohol and Drug Treatment Agreements

 

Recommendation

Adopt a Resolution authorizing the President of the Board of Supervisors to execute 1st amendments to the FY 2002-03 fee-for-service alcohol and drug treatment agreements with: 1) Asian American Recovery Services; 2) Avalon Counseling Services; 3) El Centro de Libertad; 4) Free At Last; 5) The Latino Commission; 6) Project Ninety, Inc.; 7) Pyramid Alternatives; 8) Service League of San Mateo County; 9) Sitike Counseling Center; 10) Walden House, Inc.; and 11) Women's Recovery Association.

 

Background

Alcohol and Other Drug Services received state funds through the Drug Court Partnership Act (DCPA) of 1998. These funds were earmarked to provide alcohol and drug treatment services to individuals who were sentenced and plead guilty to a misdemeanor or felony offense. Funding for the DCPA of 1998 ended on September 29, 2002, after which Alcohol and Other Drug Services submitted a proposal and was awarded $75,665 in state DCPA of 2002 funding for alcohol and drug treatment services for individuals who have been convicted of a felony offense.

 

On December 11, 2002, Alcohol and Other Drug Services received a notice from the state Alcohol and Drug Programs of a change in funding allocations to reflect a decrease in state Comprehensive Drug Court Implementation (CDCI) funds for FY 2002-03.

Discussion

The FY 2002-03 fee-for-service agreements containing CDCI services have been amended to reflect a decrease in state CDCI funding from $119,288 to $60,177; and to add state DCPA 2002 alcohol and drug treatment services and $75,665 in DCPA funding to serve individuals who meet the DCPA 2002 criteria. The total aggregate contract obligation for DCPA 2002 services for the period October 1, 2002 through June 30, 2003 is $75,665. Services and rates of payment for DCPA 2002 services will be the same as for CDCI services and rates of payment.

 

These eleven amendments were delayed due to workload issues and analysis of funding implications.

 

The Resolution and amendments have been reviewed and approved as to form by the County Counsel's office.

 

Vision Alignment

These amendments are consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. These amendments contribute to this commitment and goal by providing individuals admitted for alcohol and drug treatment services with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Fiscal Impact

The state CDCI funding for FY 2002-03 will be decreased by $59,111 for a new aggregate total of $60,177. A total of $75,665 in state DCPA 2002 funding is included in these eleven amendments. Funding for these services is included in the FY 2002-03 budget for Alcohol and Other Drug Services. There is no Net County Cost associated with these eleven amendments.
