Resolution Approving and Adopting the Standard Plans and Specifications of the State of California, Department of Transportation, Dated July 2002, as the Standard Plans and Specifications for the County of San Mateo, State of California

RESOLVED, by the Board of Supervisors of the County of San Mateo, State of California, that

 

WHEREAS, the State of California has prepared Standard Plans and Standard Specifications, dated July 2002, for use in construction of highways of the State of California; and

 

WHEREAS, the County of San Mateo has previously adopted said Standard Plans and Specifications, dated July 1999; and

 

WHEREAS, the Director of Public Works recommends that the 2002 Standard Plans and Standard Specifications be approved and adopted as the Standard Plans and Specifications of the County of San Mateo for use in the construction of highways by said County, with exceptions as stated herein; and

 

WHEREAS, the Board has reviewed and considered the recommendations of the Director of Public Works.

 

NOW THEREFORE, IT IS HEREBY DETERMINED AND ORDERED that

 

1.

The Standard Plans and the Standard Specifications of the State of California, Business and Transportation Agency, Department of Transportation, dated July 2002, respectively, are hereby approved and adopted for use as the Standard Plans and Specifications of the County of San Mateo to be in effect for all projects advertised for bid after April 1, 2003, provided that wherever the Standard Plans and Specifications refer to authority given to or action be taken by the State of California or any of its agencies or officials, the County of San Mateo or its corresponding agencies or officials shall be substituted therefor. In particular, "Department" is defined as the County of San Mateo Department of Public Works, and "Director" and "Engineer" are defined as the County of San Mateo Director of Public Works.

The Director of Public Works may continue to use the previously adopted July 1999 Standard Plans and Specifications for projects that have substantially been designed prior to April 1, 2003, but which are proposed to be bid after April 1, 2003.

The Standard Plans and Specifications shall be used in dual units of measure for all projects, or portions thereof, over which State agencies have jurisdiction.

Except as provided for in item 3. above, U.S. Customary, or metric and U.S. Customary units with U.S. Customary units as the primary, shall be used for all projects advertised for bid by the County of San Mateo Department of Public Works.

 

5.

Section 90 - "Portland Cement Concrete" of the Standard Specifications shall be considered as the complete referenced section from the Caltrans Special Provisions on file in the Office of the Director of Public Works of San Mateo County on the date of adoption of this resolution. The Director is authorized to provide updates to the above stipulated Section 90 as deemed necessary to provide for current requirements and to incorporate said updated version, by reference, in the project special provisions.
