Exchange of real property proposed by Bay Meadow Land Company effecting a portion of the Expo Center (APN 040-030-080). |

Recommendation |
Take the following action concerning negotiations for proposed exchange of real property with Bay Meadows Land Company ("Owner"): |
|
1. Designate the County Manager or his designee as the county negotiator to negotiate with Owner regarding the proposed exchange of certain County-owned property comprised of a portion of Assessor's Parcel Number 040-030-080, for real property owned by Owner, comprised of a portion of Assessor's Parcel Number 040-030-070; and then |
|
2. Meet in Closed Session pursuant to Government Code §54956.8, to provide the County's negotiator with direction regarding the proposed exchange, and the compensation, terms and conditions that would be acceptable to the Board. |

Background |
Bay Meadows Land Company is submitting for approval by the City of San Mateo a development proposal that necessitates an exchange of real property affecting approximately 2.1 acres of the San Mateo County Expo Center site. The proposal involves the realignment of 28th Street in the City of San Mateo, and affects property currently used for Expo Center parking. |

Discussion |
The land areas involved in the proposed exchange are essentially equal. There are a variety of other considerations that must be addressed in order to assure that such an exchange would be equitable. These issues include the realignment of the street, the impact on Expo Center parking and the utility of the proposed exchange property. |
