Execution of an amendment to an agreement with Bipin Bedi

 

Recommendation

Adopt a resolution executing an amendment that increases the amount and extends the term of the agreement with Bipin Bedi in an amount not to exceed $263,200.

 

Background

Mr. Bedi entered into a contract with the County, on September 13, 2001 to provide programming support for various Criminal Justice Information System (CJIS) projects. He has been very productive over that time. The need for continuing CJIS programming support is evident in current projects underway for the CJIS environment. His contract is structured to reflect a rate that is commensurate with his high level of productivity.

 

Discussion

ISD would like to extend the County's contract with Bipin Bedi by six months and increase the dollar amount by $67,600 in order to meet short term, peak workload needs associated with current projects involving enhancements to the CJIS product. CJIS holds the integrated information for the criminal justice activities of the Sheriff, the Courts and the District Attorney. Our CJIS is one of the few such integrated justice software packages in use in this country.

Programming enhancements to such a product requires a great amount of technical skill, as well as a specific understanding of the product. Mr. Bedi has shown himself to be a competent contractor who is technically proficient and is familiar with the nuances of the CJIS product as implemented by the County of San Mateo. CJIS has current projects, primarily grant funded projects, that require additional resources for timely implementation. A particular example is the JBSIS (Judicial Branch Statistical Information System) reporting system.

Retaining the services of Mr. Bedi at an hourly rate of $65 will allow the department to meet the short term needs of the County's criminal justice agencies. ISD is therefore recommending this amendment for approval based upon Mr. Bedi's high level of technical skill, his demonstrated productivity, and his knowledge of the nuances of the County's CJIS product.

 

Vision Alignment

Extending the contract with Bipin Bedi keeps the commitment to responsive, effective and collaborative government, specifically goal number 22: County and local governments effectively communicate and collaborate in order to develop strategic approaches on issues affecting the entire County. This contract contributes to this goal because Bipin Bedi is assisting the Criminal Justice Information System projects which facilitate effective communication and collaboration between County departments.

 

Fiscal Impact

The funding for this agreement is included in the ISD budget for fiscal year 2002-2003.
