Eleventh Amendment to the Agreement with
California Check Cashing Stores, Inc.

 

Recommendation

Adopt a Resolution authorizing the execution of the Eleventh Amendment to the Agreement with California Check Cashing Stores, Inc. to extend the term of the Agreement to June 30, 2003.

 

Background

State regulations, provide that the Human Services Agency is responsible for administering the federally mandated Food Stamp program in San Mateo County. This administration involves the issuance, control and accountability of Food Stamp coupons. In 1991 the County first contracted with an independent contractor to provide these service. Since that time the Board of Supervisors has approved ten prior Amendments to the Agreement.

 

Discussion

Federal welfare reform, mandates that all states convert to Electronic Benefits Transfer (EBT) issuance for the Food Stamp Program. San Mateo County was scheduled to implement EBT on February 1, 2003. However, a decision was made at the state level to delay implementation until March 1, 2003.

 

Approval of this Eleventh Amendment is being requested to ensure that customers will be able to access their benefits should the state decide to further delay implementation, as the Agreement currently expires on March 1, 2003.

 

County Counsel has reviewed and approved this Agreement as to Form. Risk Management has reviewed an approved Contractor's insurance.

 

Vision Alignment

The Agreement with California Check Cashing Stores, Inc. keeps the commitment of: Creating opportunities for every household to participate in our prosperity and goal number 17: All households experience real gains in income. The Agreement with California Check Cashing Stores, Inc. contributes to this commitment and goal by providing Food Stamp coupon issuance services to our customers.

 

Fiscal Impact

This Eleventh Amendment extends the term of the Agreement to June 30, 2003. There is no funding being added to the Agreement. There is no Net County Cost. The total Agreement obligation is $622,148.
