Second Amendment to the Agreement with Jefferson Union High School District |

Recommendation |
Adopt a Resolution authorizing the execution of a Second Amendment to the Agreement with the Jefferson Union High School District (JUHSD) to provide Comprehensive Year-Round Employment and Training Related Services to Out-of-School Youth during FY 2002-03. This Second Amendment increases the amount of the Agreement by $154,953 for a total Agreement obligation of $797,231. |

Background |
On October 17, 2000, the Board of Supervisors authorized the execution of an Agreement with Jefferson Union High School to provide Year-Round Employment and Training Related services to 92 Out-of-School eligible youth in North County. The Agreement included a maximum amount of $309,906 for the period of October 1, 2000 through September 30, 2002. |

On May 21, 2002, the Board authorized a First Amendment to the Agreement to add "Pathways for Success for the In-School Youth" and extended the term of the Agreement to June 30, 2003. The First Amendment also increased the Agreement by $332,372 for a total Agreement obligation of $642,278. |

Discussion |
The extension of the Tools for Success program will enable the school district to serve a minimum of 35 additional Out-of-School Workforce Investment Act (WIA) eligible youth. These youth will receive comprehensive assessment, basic skills acquisition, pre-employment work maturity skills acquisition, mentoring, vocational skills training and jobs. Training may be conducted in the classroom as well as through work experience and time-limited internships. |

This Amendment has been reviewed by County Counsel and approved as to form. |

This Amendment increases the Agreement by $154,953 for FY 2002-03, which makes the total Agreement amount $797,231. This total obligation is funded with WIA funds. There is no Net County Cost. |
