Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· reclassifying five positions

· combining six part time positions into three full time positions

· adding one differential, and

· adding one new position.

These actions were approved for study by the County Manager's Office.

Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost increase of $5,894 or an annual cost increase of $70,728.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 19500 FIRST 5 SAN MATEO COUNTY

Action A:

Reclassify: One position of B219S, Management Analyst series

Biweekly Salary: $1732.80 - 2902.40

Approximate Monthly Salary: $3755 - 6289

To: One position of B235, Financial Services Manager I

Biweekly Salary: $2560.00 - 3200.00

Approximate Monthly Salary: $5547 - 6934

Explanation:

This is the reclassification of one filled position of Management Analyst to the classification of Financial Services Manager I. With the growth of the program the duties of this position have evolved to include full range management of financial services for the program. These duties are more appropriately described by the Financial Services Manager I classification. This action represents a monthly salary and benefits cost of $839 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

Action B:

Add: One position of B238, Human Services Manager I

Biweekly Salary: $2560.00 - 3200.00

Approximate Monthly Salary: $5547 - 6934

Explanation:

This is the addition of one position of Human Services Manager I. This position will manage the overall statistical analysis and reporting for the program. The addition of this position has been approved by the First 5 SMC governing board. The action represents a monthly salary and benefits cost of $9014 based on filling the position at the top step in the range. The action increases the total number of authorized positions by one.

ORGANIZATION 37000 COUNTY LIBRARY

Action:

Reclassify: One position of K009S, Library Assistant series

Biweekly Salary: $1279.20 - 1430.40

Approximate Monthly Salary: $2772 - 3099

To: One position of V230, Information Technology Technician

Biweekly Salary: $1994.40 - 2492.80

Approximate Monthly Salary: $4322 - 5402

Explanation:

This is an upward reclassification of a currently vacant Library Assistant position to the classification of Information Technology Technician. The Library system has had their automation support needs expand significantly due to greater system use. Because of the increase they need to have additional IT support. The reclassification of this position will provide that needed support. This action represents a monthly salary and benefits cost of $2994 based on filling the position at the top step range. There is no change in the total number of authorized positions.

   

ORGANIZATION 45000 PUBLIC WORKS DEPARTMENT

Action:

Add: A 5.7% differential for trades employees who are assigned full responsibility for directing, supervising and overseeing implementation of capital projects.

   

Explanation:

This is the addition of a differential for designated trades staff who are responsible for directing, supervising and overseeing implementation of capital projects. Each year the County authorizes the completion of a number of capital projects. The largest of these are often directed by project management staff in Public Works or the County Manager's Office. However, a number of others are being managed by trades employees in Public Works such as carpenters and electricians. Management of these projects is typically outside of the scope of duties of these staff and this differential will compensate for the additional responsibilities. This action results in no change in the total number of authorized positions.

Action:

Delete: One position of F016, Staff Nurse

Biweekly Salary: $2413.60 - 2853.60

Approximate Monthly Salary: $5230 - 6183

Add: One position of F012, Charge Nurse

Biweekly Salary: $2650.40 - 3132.80

Approximate Monthly Salary: $5743 - 6788

Explanation:

This is the upward reclassification of one existing filled position of Staff Nurse to Charge Nurse. Several years ago a nurse practitioner for the AIDS Program Clinics was transferred to Willow Clinic and a staff nurse was approved to work out of class as the clinic's charge nurse. This short-term solution was used because it was unclear whether the clinic would remain in the AIDS Program. As the clinic continues to remain in the AIDS Program, the need for supervision of the nurses in this unit also continues and the position should be made permanent. This action represents a monthly salary and benefits cost of $787 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 66000 SAN MATEO COUNTY MEDICAL CENTER

Action:

Combine: Six part time positions of F009S, Patient Care series

Biweekly Salary: $1681.60 - 1988.00

Approximate Monthly Salary: $3643 - 4307

Into: Three full time positions

Explanation:

This is the combining of six part time nursing positions into three full time positions. This change will better meet the working needs of current staff and will give the department greater flexibility in filling positions. This action represents no change in monthly salary and benefits costs. The action decreases the total number of authorized positions by three.

Action A:

Reclassify: One position of E334S, Office Assistant series

Biweekly Salary: $1025.60 - 1474.40

Approximate Monthly Salary: $2222 - 3195

To: One position of E337, Office Specialist

Biweekly Salary: $1304.00 - 1629.60

Approximate Monthly Salary: $2826 - 3531

Explanation:

This is the upward reclassification of one filled Office Assistant position to the classification of Office Specialist. The duties of this position require the incumbent to have highly specialized program knowledge and to work in an effectively unsupervised environment. These duties are more appropriately represented by the Office Specialist classification. This action represents a monthly salary and benefits cost of $437 based on filling the position at the top step range. There is no change in the total number of authorized positions.
