RECOMMENDATION
Adopt a resolution authorizing an agreement with G. E. Chen Construction, Inc. |

BACKGROUND
In 1992, the San Francisco Airport Commission entered into a Memorandum of Understanding with a number of communities, including San Mateo County, to provide funding for insulating homes within the Fourth Quarter 1999 State 65 dB CNEL noise contour. Since that time, the County has insulated 41 houses and 4 churches in the unincorporated County Club Park area, near San Francisco International Airport. On June 27, 2000, the Board approved an agreement whereby the San Francisco Airport Commission authorized advance funding to San Mateo County to pay the cost of noise insulation up to a maximum of $50,000 for each noise easement obtained from the owners of additional eligible properties. Since then, advance funding has been authorized to pay for the cost of five additional houses owned by four property owners, in the Country Club Park area, to be insulated as part of the Commission's ongoing efforts to reduce incompatible land uses. |

DISCUSSION
In an effort to be cost effective, on May 21, 2002, the Board agreed to include these five houses in the City of San Bruno's bid package, the terms of which comply with the Federal Aviation Administration requirements to insulate eligible dwellings. As part of this arrangement, the County agreed to award a separate construction contract to the selected contractor for the work to be performed in the unincorporated area and to oversee that contract.
The proposed agreement with G. E. Chen Construction is to have this company serve as the construction contractor to install the required acoustic improvements in the eligible five houses. This firm was selected after a Notice to Bid was advertised for 30 days, and a total of seven qualified bids were received. G. E. Chen Construction was the lowest responsible bidder. This contractor was also the construction contractor for the County's first and second Aircraft Noise Insulation Projects in Country Club Park that were previously approved by the FAA. |

VISION ALIGNMENT
The proposed agreement keeps the commitment of ensuring basic health and safety for all and meets goal number 7 to maintain and enhance the public safety of all residents. The proposed agreement contributes to this commitment and goal by providing noise insulation for eligible properties and affected residents. |

FISCAL IMPACT
The cost of the proposed contract with G. E. Chen Construction is $93,090. This amount will be fully reimbursed by the City and County of San Francisco through the San Francisco Airport Commission once the contract has been awarded. There will be no direct costs to the County as a result of this agreement. |
