Acceptance of Safe and Drug Free Schools and Communities Grants

 

Recommendation

Adopt a Resolution to:

    1.

Accept two 36-month grants from the State of California Department of Alcohol and Drug Programs (DADP) for the North San Mateo County Youth Development Partnership grant in the amount of $600,000 and the term of 1/1/03 through 12/31/05; and for the San Mateo County Coastside Youth Development Partnership

grant in the amount of $597,296 and the term of 1/1/03 through 12/31/05.

    2.

Waive the Request for Proposals (RFP) process and authorize execution of contracts with the service providers designated in each of the grant proposals.

    3.

Authorize the Director of the Human Services Agency to execute documents necessary to the grant implementation.

 

Background

In June 2002, the DADP informed the County Alcohol and Drug Services Administrator of changes in the distribution of Safe and Drug Free Schools and Communities (SDFSC) funding beginning in FY 2002-03. The DADP informed counties that it had identified significant changes in the federal SDFSC grant program and would therefore not distribute SDFSC funds through the FY 2002-03 Negotiated Net Amount (NNA) contract.

 

On August 19, 2002, DADP released a Request for Applications (RFA) making SDFSC funds available to counties through a competitive grant process. The overall goal of this funding is to foster a safe and drug-free learning environment that supports student academic achievement for the youth of California. The programs and activities must prevent illegal drug use and violence for at-risk and under-served children and youth who are not normally served by state educational agencies or local educational agencies, or populations that need special services or additional resources. Alcohol and Drug Services worked with community-based service providers and Lead Education Agencies in the Daly City/Pacifica and Half Moon Bay/Pescadero areas to design proposed services. In September 2002, Alcohol and Drug Services submitted two grant proposals in response to the RFA for the North San Mateo County Youth Development Partnership and the San Mateo County Coastside Youth Development Partnership. Each of the proposals incorporated principles of youth development and asset building focusing on high school aged youth, and each proposal was designed to reflect local needs. Alcohol and Drug Services worked collaboratively with local educational agencies as well as several community-based service provider agencies in designing each of the projects. These collaborations were an important element stated in the RFA. Service providers and their responsibilities were identified in each proposal. DADP received applications from 56 counties. Only 33 applications were recommended for funding including both of the San Mateo County applications.

 

Discussion

Through the North County Youth Development Partnership, Asian American Recovery Services will work with Special Services Counselors at five high schools in the Jefferson Union High School District and Youth Leadership Institute's Friday Night Live Coordinator to implement school-based services. The Coastside Youth Development Partnership will provide separate services in Half Moon Bay and Pescadero. In both geographical areas, services will focus on high school aged youth and will take place both at the high school site and in the community. Contracted service providers in Half Moon Bay include Cabrillo Unified School District, Youth Leadership Institute, El Centro de Libertad and the Coastside Collaborative for Children Youth and Families. In Pescadero, service providers South Coast Children's Services and El Centro de Libertad will work collaboratively with the Pescadero High School administration in providing the services. An estimated 300 youth will participate in the grant-funded services each year.

 

Performance Measures

The goal of these programs is to reduce violence and alcohol/drug use among teens by expanding youth development and environmental prevention both within and outside of the schools. This goal is consistent with the Human Services Agency's Outcome Based Management(OBM) Program Plan. Below are the recommended Performance Measures included in the OBM Program Plan for alcohol and drug prevention services.

*These projections are conservative estimates based on a 31% reduction in available funding for prevention services in FY 2002-03 and restructuring of the prevention system design. **SDFSC grant year is January 1, 2003 through December 31,2003; projections are for six months of Fiscal Year 2002-03.

 

Vision Alignment

These grant-funded services are consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality for life. The services contribute to this commitment and goal by providing individuals involved in the SDFSC grant-funded services with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Fiscal Impact

Total funding for the 36-month period of the Coastside Youth Development Partnership grant is $597,296; funding for the North San Mateo County Youth Development Partnership grant is $600,000. There is sufficient appropriation ($199,435) available for the first six-months of these grant-funded services in the FY2002-03 Human Services Agency Budget. There is no Net County Cost associated with the grants.
