Agreement with the City of San Jose

 

Recommendation

Adopt a Resolution authorizing the execution of an Agreement with the City of San Jose for the term of July 1, 2001 through June 30, 2003 in the amount of $808,920, in which the County will be the Contractor.

 

Background

The City of San Jose is the recipient and fiscal agent for a State of California Workforce Investment Grant for Title IB 25 percent dislocated worker project known as Regional Technologies Employment Consortium Project (RE-TEC). The RE-TEC project is a collaboration of nine counties and twelve regional Workforce Investment Boards. This project will provide employment and training services to 900 workers affected by business closures and layoffs in the high tech industry.

 

The counties that make up the collaborative are: San Mateo, Santa Clara, Alameda, Contra Costa, Monterey, San Benito, San Joaquin, Santa Cruz and Sonoma.

 

Discussion

As part of the collaborative, San Mateo County will be a contractor for the City of San Jose to provide employment, training and supportive services for those dislocated workers in the high-tech industry in San Mateo County. Services will include core, intensive and training services, in addition to co-enrollment in Workforce Investment Act services. San Mateo County is responsible for serving at least 118 displaced workers over the course of the contract, to assist participants in achieving re-employment.

 

This Agreement has a non-conforming hold harmless provision. The provision shows that the County shall hold harmless the City instead of a mutual hold harmless provision that would be standard in this type of Agreement. It is in the County's best interest to pursue this Agreement as it will provide funding that will assist dislocated high tech industry workers become self-sufficient and will reduce the cost of public aid services provided by the County.

 

This contract was delayed due to administrative and personnel changes in the City of San Jose in addition to a delay in funding from the State. County Counsel has reviewed and approved Agreement as to Form. Risk Management has reviewed the insurance requirements and has provided the City of San Jose with copies of San Mateo County's insurance.

 

Vision Alignment

The Agreement with RE-TEC keeps the commitment of: Create opportunities for every household to participate in our prosperity and; Responsive, effective and collaborative government and goals number 17 and 22: All households experience real gains in income and, County and local governments effectively communicate, collaborate and develop strategic approaches to issues affecting the entire County. This Agreement contributes to these commitments and goals by having the state and counties work together to provide employment and training services to dislocated workers. This will help participants to become self-sufficient.

 

Fiscal Impact

The services provided will be completely funded by the City of San Jose through this Agreement, from the 25% Governor's Discretionary funds. There is no Net County Cost as a result of this Agreement.
