Coyote Point Marina 2003 Maintenance Dredging Project

 

Recommendation

Adopt resolutions:

 

1.

authorizing the County Manager to approve an increase of $68,100 in the not-to-exceed amount in the agreement for consultant services for the Marina Dredging Project, to cover possible additional engineering services.

 

2.

adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the Coyote Point Marina 2003 Maintenance Dredging Project.

 

Previous Board Action

Called for bids for the "Coyote Point Marina 2002 Maintenance Dredging Project," but rejected the only bid received as it was $675,000 over the engineer's estimate.

 

Key Facts

1.

Periodic dredging of the Coyote Point Marina is required to provide safe navigational depths for vessels using the Marina.

 

2.

Additional engineering services will and may be needed in conjunction with the proposed project to validate the amount of material that should be removed; if the material contains any hazardous substances; and to provide monitoring during dredging operations that was originally proposed to be done in part by Marina staff.

 

3.

The permits obtained by the Parks and Recreation Division of the Environmental Services Agency for the original dredging project are still valid.

 

Discussion

The Parks Division of the Environmental Services Agency (Parks) requested that we re-advertise the project for the dredging of the Coyote Point Marina, as only one bid was received last year when the project was first advertised. The bid was $675,000 over the Engineers Estimate of $1,000,000, and your Board rejected the one bid.

 

The consultant for Parks revised the plans and we developed a bid package that provides for the dredging of 5 of 7 areas in the Marina, with the option to dredge the additional 2 areas if there are sufficient funds available (see attached map). We are proposing this format as staff believes that the cost per cubic yard of dredging and disposing of the dredged material may be impacted by the current rise in the cost of fuel, as the dredged material has to be shipped by barge to the disposal site located at Corps of Engineers' Alcatraz disposal site SF-11.

 

The quantities to be dredged will need to be verified by a pre-dredge survey to confirm the depths that were determined last year when the project was originally proposed. The regulatory agencies may also require additional sampling and analysis of the material to be dredged if there are significant changes in the relative depth of the material from last year. These agencies may also require additional reports and amendments to the current permits. Parks is also requesting that the funding for monitoring the dredging operation be increased as staff with dredge monitoring experience is no longer with the County and the consultant may have to provide these additional services during the construction phase of the project. The proposed increase in the consultant's contract for the above described work is $68,100 and is comprised of $14,100 for pre-dredging survey; $38,500 for sampling and reporting which is dependent on the results of the survey and the requirements for the regulatory agencies; and $15,500 in dredge monitoring. This will increase the not-to-exceed amount of the agreement from $95,500 to $163,600. Only work as authorized by Parks will be paid for; and the pre-dredge survey is proposed to be done concurrently with the bid process.

 

Parks previously determined that the project is exempt from the preparation of an environmental document as provided by Sections 21080, Article 19, Section 15034 (g) of the California Environmental Quality Act Guidelines; and they have filed a Notice of Exemption for the project with the County Clerk.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "preserve and provide people access to our natural environment" and Goal Number 15 "residents have nearby access to green space such as parks and recreational opportunities," as the dredging will allow the boating public to continue to have access to the Bay for recreational opportunities from the Coyote Point Marina.

 

Fiscal Impact

The estimate cost of the dredging project is $1,090,000, and an appropriation in the Capital Project Budget, financed with Marina Funds, was approved by your Board as part of the County's 2002/03 budget. The proposed increase of $68,100 in the "not-to-exceed limit" of the consultant's agreement is also proposed to be funded with Marina Funds.

 

There is no impact to the General Fund.

 

Forms of resolutions have been approved by County Counsel.
