Amendment to the Agreement with Women’s Recovery Association

 

Recommendation

Adopt a resolution authorizing the President of the Board to execute an amendment to the agreement with Women’s Recovery Association.

 

Background

On August 20, 2002, your Board approved an agreement with Women’s Recovery Association (WRA) for the provision of residential mental health services for clients of the Mental Health Services Division and drug treatment services for women with HIV/AIDS for the Health Services Agency AIDS Program. The term of the agreement is July 1, 2002 through June 30, 2003. For the Mental Health Services Division portion WRA provides supervised housing and rehabilitative services for women who are mentally ill and have drug problems (dual diagnosis). The agreement maximum for these services is $165,000. For the AIDS Program WRA provides non-residential and residential drug treatment services for women with HIV/AIDS. The agreement maximum for these services is $50,000. In the adopted FY2002-03 budget, Mental Health Services Division funding for the agreement with WRA for these services was decreased to $82,500.

 

Discussion

This agreement is being amended to reduce the maximum payments for the Mental Health Services Division portion of the agreement to $82,500 and to change the end date for these services to December 31, 2002. This amendment implements the program budget reduction approved during September 2002 final budget hearings. The amendment also includes new language requiring compliance with the Health Insurance Portability and Accountability Act (HIPAA).

 

The terms of the agreement pertaining to services for the AIDS Program are not being amended.

 

Vision Alignment

This amended agreement with WRA keeps the commitment to Ensure Basic Health and Safety for All and goal number 8: Help vulnerable people-the aged, disabled, mentally ill, at risk youth, and others- achieve a better quality of life. The agreement contributes to this commitment and goal by providing residential, rehabilitation and support services for dually diagnosed women with HIV/AIDS.

 

Fiscal Impact

The maximum amount of funding for the Mental Health Services section of the amended agreement is being reduced from $165,000 to $82,500. The end date for these services is changed to December 31, 2002. State and Federal Medi-Cal revenues are projected to be $30,938 and sales tax provided through realignment will cover $37,812 of the cost. The remaining $13,750 represents the net County cost for this section of the agreement. Expenditures and revenues for this section of the agreement are included in the FY 2002-03 Mental Health Services budget. The amended agreement has been reviewed and approved by County Counsel.

 

The agreement maximum for the AIDS Program portion of the agreement remains at $50,000, with the term of the agreement remaining through June 30, 2003. There is no net county cost for this section of the agreement as all funding is provided by the Ryan White CARE Act grant. This funding includes reimbursement for administration and monitoring of the agreement to be performed by existing AIDS Program staff. Expenditures and revenue for this section of the agreement are included in the FY 2002-03 AIDS Program budget. The total maximum amount for both sections of this amended agreement is $132,500.
