Agreement with the State of California, Department of Rehabilitation

 

Recommendation

Adopt a Resolution authorizing:

1.

The execution of an Agreement with the State of California, Department of Rehabilitation for the amount of $370,570 and the term of January 1, 2003 through June 30, 2004; and

 

2.

The Human Services Agency Director to execute future amendments.

 

Background

Over the last two years, San Mateo County had seen an economic downturn and an increase in clients needing assistance in obtaining employment. The State Department of Rehabilitation and the San Mateo County Human Services Agency are enhancing efforts

to provide employment and training services to the disabled population in San Mateo County. For the past nine years, the Department of Rehabilitation, San Mateo County Mental Health, and San Mateo County, Human Services Agency have had a partnership in providing the above mentioned services to the Mental Health population of San Mateo County. During discussions over the last year, it was discovered that there were many other disabled people in San Mateo County that were not serviced by the current Agreement. Hence, the new Collaborative Partnership between the Human Services Agency and the State Department of Rehabilitation was initiated.

 

Discussion

The Agreement provides vocational assessment, employment preparation, job development and placement services for people who have significant disabilities, psychiatric disabilities and who are not receiving services from San Mateo County Mental Health. Consumers will be served jointly by the Human Services Agency and the State Department of Rehabilitation.

As it is expedient and appropriate for the Director of the Human Services Agency to execute amendments for the completion of this program, it is hereby requested that the Director of the Human Services Agency be given authorization to sign future amendments for the term of this Agreement.

County Counsel has reviewed and approved this Agreement as to form.

 

Vision Alignment

The Agreement with the State of California, Department of Rehabilitation keeps the commitment of: Creating opportunities for every household to participate in our prosperity and goal number 17: All households experience real gains in income. The Agreement with the State of California, Department of Rehabilitation contributes to this commitment and goal by providing employment training and career growth for consumers with disabilities in San Mateo County.

 

Fiscal Impact

The Agreement with the State of California, Department of Rehabilitation is in the amount of $370,570 and for the term of January 1, 2003 through June 30, 2004. This amount is funded to the County for employment services for consumers with disabilities. This Agreement is funded by the California State Department of Rehabilitation and matched 21.3% by the Human Services Agency. There will be a Net County Cost of $40,161 for FY 2002-03 and $80,326 for FY 2003-04. The Net County Cost for FY 2002-03 is included in the FY 2002-03 adopted budget and the Net County Cost for FY 2003-04 will be included in the proposed FY 2003-04 budget.
