Mirada Road Pedestrian Bridge – Arroyo de en Medio - Half Moon Bay Area

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for the construction of a pedestrian bridge on Mirada Road over the Arroyo de en Medio.

 

Previous Board Action

1.

    Authorized application of a Transportation Enhancement Activity (TEA) grant to install a pedestrian/bicycle bridge over the Arroyo de en Medio on Mirada Road. A grant in the amount of $148,000 was approved.

 

2.

Formed an underground utility district along Mirada Road to facilitate the construction of the pedestrian bridge, as Public Utility Commission (PUC) Rule 20A funds that are used to finance the undergrounding of utilities, also qualifies as a portion of the “local match” for the TEA grant funding.

 

Key Facts

1.

The existing bridge, built in the early 1900’s, has sustained damage due to the action of the surf over the years, and soon may no longer be able to function as a viable pedestrian/bicycle bridge.

   

2.

Lack of a bridge at this location would force pedestrians and bicyclists to use Highway 1 in this area to continue their travel north or south as there are no other public crossings of the Arroyo de en Medio west of Highway 1.

 

Discussion

The proposed project constructs a new pedestrian bridge over the arch of the existing bridge which will not be removed, and will continue to provide a link in the Coastal Trail that parallels the coastline in this area (map attached).

 

A small portion of the bridge is within the City limits of the City of Half Moon Bay, and we have received the necessary approvals from the City as well as all other regulatory approvals (i.e. County Coastal Development Permit, Exemption from the requirements of a City Coastal Development Permit, CEQA Exemption and a Waiver of Discharge Requirements from the California Regional Water Quality Control Board) needed to allow the project to go forward.

 

This project is intended to be constructed in conjunction with the undergrounding of utilities along a portion of Mirada Road. The Pacific Gas and Electric Company (PG&E) is in the process of preparing plans for the undergrounding work and will likely be ready to accept bids for their work in the fall of 2003. However, a delay in the underground conversion will not impact the bridge construction work.

 

Vision Alignment

We believe this project is consistent with the Shared Commitment to “ensure basic health and safety for all” and Goal Number 7 “maintain and enhance the public safety of all residents and visitors” as the project will maintain an important link in the Coastal Trail that is used by residents and visitors to the coastside.

 

Fiscal Impact

The estimated cost of construction is $315,000, which will be financed as follows:

 
 

1/2 Cent Transportation Funds…

TEA Funds…

The TEA funds are provided on a reimbursable basis and will not be available until the project is constructed. However, sufficient funds are available in the 1/2 Cent Transportation Fund to initially finance the work.

 

The underground costs are currently estimated at $105,000 and will be funded from the County’s allocation of PUC Rule 20A funds that are administered by PG&E. The underground conversion work will be administered by PG&E.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
