Recommended Revision to the Salary Ordinance

Recommendation

Adopt an ordinance amending the salary ordinance and accept the report on the total number of positions in the County.

Summary

The salary ordinance changes herein represent:

· reclassifying six positions, and

· adding one new position.

These actions were approved for study by the County Manager's Office.

Vision Alignment

This item keeps the commitment of responsive, effective and collaborative government through goal number 20: Government decisions are based on careful consideration of future impact, rather than temporary relief or immediate gain.

 

Fiscal Impact

The reclassification actions represent a monthly salary and benefits cost increase of $324 or an annual cost increase of $3,888.

 

This amendment has been reviewed by the County Counsel's Office.

 

ORGANIZATION 20000 SamCERA

Action:

Reclassify: One position of D076, Assistant Executive Officer

Biweekly Salary: $2560.00 - 3200.00

Approximate Monthly Salary: $5547 - 6934

To: One position of B219S, Management Analyst series

Biweekly Salary: $1732.80 - 2902.40

Approximate Monthly Salary: $3755 - 6289

Explanation:

This is the reclassification of one vacant position of Assistant Executive Officer to the classification of Management Analyst. The Office has recently reassigned duties of staff to provide greater flexibility resulting in this position being more appropriately described by the Management Analyst classification. This action represents a monthly salary and benefits savings of $839 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 30000 SHERIFF'S OFFICE

Action:

Reclassify: One position of H090, Sheriff's Lead Identification Technician

Biweekly Salary: $1739.20 - 2173.60

Approximate Monthly Salary: $3769 - 4710

To: One position of H095, Sheriff's Identification Technician Supervisor

Biweekly Salary: $1836.00 - 2295.20

Approximate Monthly Salary: $3978 - 4973

Explanation:

This is the upward reclassification of one existing filled Sheriff's Lead Identification Technician position. The Supervisor will be responsible for supervision of the fingerprint identification and classification work and related activities in the Sheriff's Office, Records Bureau, Support Services Division. This action represents a monthly salary and benefits cost of $342 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 32000 PROBATION DEPARTMENT

Action:

Add: One position of C001S, Deputy Probation Officer series

Biweekly Salary: $1766.40 - 2608.00

Approximate Monthly Salary: $4784 - 5651

Explanation:

This is the addition of one new position of Deputy Probation Officer. This position is needed to staff the Department of Health and Human Services grant for Juvenile Drug Court services. This grant was approved by the Board in January but the salary ordinance that was needed to add the position was inadvertently omitted by the department in the submittal. This action represents a monthly salary and benefits cost of $7346 based on filling the position at the top step of the range. This action increases the total number of authorized positions by one.

ORGANIZATION 62000 PUBLIC HEALTH SERVICES

Action:

Reclassify: One position of G112S, Community Worker Series

Biweekly Salary: $1304.00 - 1629.60

Approximate Monthly Salary: $2826 - 3531

To: One position of S031, Dietetic Technician

Biweekly Salary: $1400.80 - 1751.20

Approximate Monthly Salary: $3035 - 3795

Explanation:

This is the reclassification of one existing filled position of Community Worker II to the classification of Dietetic Technician. Due to the increased workload of WIC Dietitians, the program will benefit from increasing the use of Dietetic Technicians to perform counseling of some high-risk clients. This will allow the program to comply with policy which sets requirement for the number of counseling sessions necessary for each client while also considering the program's budget. This action represents a monthly salary and benefits cost of $343 based on filling the position at the top step in the range. There is no change in the total number of authorized positions.

ORGANIZATION 63000 CORRECTIONAL HEALTH SERVICES

Action:

Reclassify: One position of D154, Clinical Services Manager II, Nursing

Biweekly Salary: $3432.00 - 4290.40

Approximate Monthly Salary: $7437 - 9297

To: One position of D055, Clinical Services Manager II, Mental Health

Biweekly Salary: $3112.00 - 3890.40

Approximate Monthly Salary: $6743 - 8430

Explanation:

This is the reclassification of one filled position of Clinical Services Manager II, Nursing to one position of Clinical Services Manager II, Mental Health. This change better represents the needs of the position in Correctional Health, which is a combination of administrative and (mental health) clinical management. This action represents a monthly salary and benefits savings of $1127 based on filling the position at the top step of the range. There is no change in the total number of authorized positions.

ORGANIZATION 70000 HUMAN SERVICES AGENCY

Reclassify: Two positions of E029, Administrative Assistant I

Biweekly Salary: $1668.80 - 2085.60

Approximate Monthly Salary: $3616 - 4519

To: Two positions of G230S, Human Services Analyst series

Biweekly Salary: $1617.60 - 2370.40

Approximate Monthly Salary: $3505 - 5136

Explanation:

This is the upward reclassification of two vacant Administrative Assistant I positions to the classification series of Human Services Analyst. The two positions have been reassigned to the contracts unit of the department to draft, monitor, evaluate, report and close out grants for the agency. These duties are more appropriately represented by the Human Services Analyst series. This action represents a monthly salary and benefits cost of $1604 based on filling the positions at the top step range. There is no change in the total number of authorized positions.
