Amendment to the agreement with the San Francisco Redevelopment Agency for the Housing Opportunities for Persons with AIDS Grant

 

Recommendation

1.

Adopt a resolution authorizing the President of the Board to execute an amendment to the agreement with the San Francisco Redevelopment Agency (SFRA) for the Housing Opportunities for Persons with AIDS (HOPWA) Grant.

2.

Approve an Appropriation Transfer Request (ATR) to set up additional appropriations and recognize additional revenues in the amount of $297,000.

 

Background

The AIDS Program receives HOPWA funding through a multiple year Federal Act administered by the Department of Housing and Urban Development (HUD). The purpose of this Act is to provide local communities with the resources to meet the housing and supportive service needs of persons with HIV/AIDS. HUD awarded a grant to the San Francisco Eligible Metropolitan Area (EMA), which includes San Francisco, San Mateo, and Marin counties. Funds for the San Francisco EMA are managed by the San Francisco Redevelopment Agency (SFRA). Each county receives a portion of the total award based on the number of persons living with AIDS in its jurisdiction. HOPWA funds may be used over a three-year period from the date of the award to the SFRA.

 

On August 20, 2002, your Board approved an agreement with SFRA for fiscal year 2002-03, in the amount of $755,000 to provide short-term rent and mortgage assistance, case management and attendant care services to people living with HIV/AIDS.

 

Discussion

SFRA has allocated San Mateo County AIDS Program $297,000 in one-time-only funds to acquire two (2) HOPWA-designated units in the new twenty-five (25) unit construction project sponsored by the San Mateo Mental Health Association (MHA). MHA has been successfully providing housing services for people with HIV/AIDS in San Mateo County since 1994 and is in compliance with HOPWA guidelines for eligible use and capital development pursuant to HOPWA program regulations.

Vision Alignment

The amendment to the contract with SFRA allows the AIDS Program to keep the commitment of ensuring basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. It also keeps the commitment of offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families. The contract contributes to these commitments and goals by providing an HIV Housing Assistance Program and improving the quality of life for those living with HIV/AIDS.

 

Fiscal Impact

The term of the agreement remains the same July 1, 2002 through June 30, 2003. The amount of the original agreement for fiscal year 2002-03 was $755,000. The amendment adds $297,000 for a contract total of $1,052,000. An Appropriation Transfer Request has been prepared to add these revenues and related appropriations to the AIDS Program budget for 2002-2003. Expenditures and revenue for services provided under this agreement, including reimbursement for administration and monitoring of the contract being performed by existing AIDS Program staff, are covered by the HOPWA allocation. There is no impact on the county General Fund as a result of this amendment or approval of the ATR.
