Recommendation |
Adopt a Resolution authorizing the President of the Board to execute a grant agreement with First 5 San Mateo County. |

Background |
The rapid expansion of knowledge regarding infant and toddler development has led to a new appreciation of ways in which an infant's earliest experiences set the stage for later emotional competence and achievement. In 2001, the National Center for Children in Poverty selected San Mateo County's Prenatal to Three Initiative as one of 25 initiatives across the country that are excellent models of comprehensive strategies to enhance outcomes for the youngest members of society. |

In January 2001, your Board accepted a two-year grant from First 5 San Mateo County (First 5) on behalf of the Prenatal to Three Initiative. In December 2002, Prenatal to Three completed the second year of the two-year grant period. This new grant from First 5 extends funding for an additional calendar year. |

Discussion |
This grant will allow for the continuation of expanded services to families with children aged 0-3 years. Part of this funding is being used for broad outreach, assessment and health education efforts by Public Health Nurses in Prenatal to Three; a portion will support continued services started in north county by Prenatal Advantage for African-American clients; and a portion supports services by Mental Health within Prenatal to Three. All of the above are keys to the provision of the high quality, multi-disciplinary services that are needed by young families in the county. As a result of this grant, families who are poor and facing other high-risk situations, such as mental illness, are offered more intensive and longer-term services than families who are poor but coping well with obstacles that they face in their lives. |

Vision Alignment |
The grant from First 5 San Mateo County keeps the commitment of ensuring basic health and safety for all and goal numbers 5 and 6: "Residents have access to healthcare and preventative care" and "Children grow up healthy in safe and supportive homes and neighborhoods." The grant from First 5 San Mateo County contributes to this commitment and goal by providing funding that will allow Pre-3 to provide expanded services to families with children aged 0-3 years. |

Fiscal Impact |
The grant of $520,483 is to be used during the period from January 1, 2003 through December 31, 2003. $260,241 has been included in the FY 2002-03 budget; the remainder will be included in the recommended FY 2003-04 budget. This grant funding is a part of the local match that allows P-3 to leverage Medi-Cal dollars from the Targeted Case Management program. There is no net County cost. |
