Recommendation |
Adopt a Resolution authorizing: |
|
Execution of Agreements with: The American Lung Association of San Francisco and San Mateo Counties ($65,000); Ron Carino ($70,000); O'Rorke Inc. ($165,000); Walden House Inc. ($45,000); and Youth Leadership Institute ($100,000); and |
|
|
|
The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreements; however as to each Agreement, such authority is limited to: |
|
|
a) |
reducing the County's maximum fiscal obligation in the event that there is a commensurate reduction in the funding received by the County; |
|
|
b) |
increasing the County's maximum fiscal obligation in the event that there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per Agreement and/or |
|
|
c) |
making changes in the types of services provided by Contractors, as long as the changes have no impact on the County's maximum fiscal obligation. |
Background |
In FY 2002-03 the Tobacco Prevention Program (TPP) of Alcohol and Drug Services conducted two Requests For Proposals (RFP) processes for its tobacco control and social marketing services funded by Tobacco Master Settlement Agreement funds. The tobacco control services RFP included smoking cessation, tobacco prevention and enforcement activities. The social marketing RFP included media and marketing activities to support TPP and its various programs. Recommendations for the various funding areas and the dollar amounts for the 18-month period January 1, 2003 through June 30, 2004 were made by the Tobacco Education Coalition Steering Committee. There were no proposals received for Enforcement Activities. |

Discussion |
A review panel, consisting of individuals representing the tobacco prevention, education, cessation and research services reviewed the ten proposals received in response to the tobacco control RFP using the outlined evaluation criteria. In the prevention modality, Youth Leadership Institute will work with youth to help them identify and advocate for policy approaches to tobacco prevention and Ron Carino will implement a multicultural performing arts event focusing on educating adults and youth about tobacco industry tactics. The American Lung Association of San Francisco and San Mateo Counties will provide tobacco cessation services for adults and youth. Walden House will provide tobacco cessation services within alcohol and drug treatment programs. The Health Services Agency submitted a proposal and will be providing smoking cessation services to 180 adults in San Mateo County under a Memorandum of Understanding for $65,000. Approximately 3,150-5,000 youth and adults will be reached through tobacco prevention activities and 225 youth and adults will receive smoking cessation services. Approximately 15-27 youth and adults will be trained and certified as smoking cessation facilitators. |

A separate review panel consisting of individuals from the health, tobacco education and public information fields reviewed the three proposals received in response to the social marketing/media RFP. The panel recommended the proposal submitted by O'Rorke, Inc. O'Rorke, Inc. will provide social marketing/media services for various anti-tobacco efforts in the County including development and implementation of a social marketing plan and provision of technical assistance to community-based prevention or cessation providers and the TPP on social marketing/media campaign efforts. Due to the contract negotiation process there was a slight delay in completing the contracts. |
Performance Measures |

Vision Alignment |
These Agreements are consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. The Agreements contribute to this commitment and goal by providing individuals and families in San Mateo County with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County. |

Fiscal Impact |
Total funding for these five Agreements is $445,000 for an 18-month term, of which, $420,000 is from the Tobacco Master Settlement Agreement funds and $25,000 is from Proposition 99 funds. A total of $164,217 is available for these services in the FY 2002-03 Human Services Agency Budget to fund the portion of the services to be provided through June 30, 2003. There is no additional Net County Cost. |

General Description of RFP |
The priority funding are listed below and ranked in order of importance as determined by the Tobacco Prevention Education Coalition: 1. Tobacco Cessation Services: Provide free, linguistically and culturally appropriate tobacco cessation services to San Mateo County residents. 2. Tobacco Prevention Services: Projects utilizing research-based models that are shown to be effective in preventing youth tobacco use, reducing secondhand smoke exposure and countering pro-tobacco influences within San Mateo County. Program may involve Advocacy & Policy Initiative or Innovative Ideas. 3. Enforcement Activities: Proposals are sought from local law enforcement agencies to enforce one or more of the local, state and federal tobacco related laws. |
