Reroofing and Structural Upgrades to the Francisco Sanchez Adobe - Pacifica Area (Project No. P5F01)

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the re-roofing and structural upgrades to the Sanchez Adobe historic building.

 

Previous Board Action

Adopted Resolution No. 65760 on January 7, 2003, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the proposed work.

 

Key Facts

The low bidder is determined based on the comparison of base bids received.

We are recommending that the project include the structural anchoring of the second floor (Additive Bid Work No. 1) together with the base bid work as this anchoring needs to be done while the roof is off. The remaining work can be accomplished by separate contract at a later date.

 

Discussion

On February 25, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the base bid of:

Note:

Base Bid - roof replacement, repair/replacement of roof framing members, and structural anchoring of the roof framing. Additive Work Bid No. 1 - structural anchoring of the second floor. Additive Work Bid No. 2 - structural anchoring of all corners and intersecting walls. Additive Work Bid No. 3 - whitewash the first floor ceilings and second floor overhang above the porch. Additive Work Bid No. 4 - fumigation of the entire structure for the eradication of wood boring beetles.

 

The Additive Work Bids were included in the bid specification to determine if there was sufficient funds to do the additional work. However, based on the bids received, we are recommending that the Additive Work Numbers 2, 3 and 4 not be included in this contract and that the work be accomplished by separate bids after the roof is repaired.

 

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Kin Wo Construction is in accordance with the current Affirmative Action Guidelines; and we have also confirmed that they are in compliance with the equal benefit provisions of the County Ordinance Code.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all", and Goal Number 21, "County employees understand, support and integrate the County vision and goals into their delivery of services" as it will improve the County facility for the benefit of both the employees that provide public services and for the public that we serve.

 

Fiscal Impact

The total estimated cost of construction, including the recommended additive work and a 10% contingency, is $238,000. The contingency will be used to repair any damage to the sub-roof, or for other unforeseen work, that may be uncovered once the old roof is removed. Additional work will only be paid for if it is authorized by a contract change order. An appropriation for the project was included in the 2002-2003 Capital Projects Budget and is financed with General Funds and the five percent (5%) surcharge on facilities fees.

 

There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
