RESOLUTION NO. 613-C APPROVING THE HOUSING AUTHORITY AGENCY PLAN FOR FY 2003-04

 

Recommendation

Adopt Resolution No. 613-C approving the Agency Plan for FY 2003-04, and authorizing the Director and/or the Manager of the Office of Housing/Housing Operations, to execute any documents required by the U.S. Department of Housing and Urban Development (HUD) to certify the plan.

 

Background

The Quality Housing and Work Responsibility Act requires housing authority agencies nationwide to create an Agency Plan, which includes: 1) a statement of housing needs in the community; 2) a statement of the financial resources available to the Housing Authority to meet the needs; and 3) the Housing Authority's admissions policies. The plan for FY 2003-04, was created according to HUD regulations and has had the required public comment period. Public comments that were received have been reviewed and incorporated into the final plan.

The new plan has two changes from last year's plan. One change decreases the term of the voucher from 180 days to 120 days allowing faster processing of the waiting list, thus, enabling more applicants the opportunity to receive rental assistance. The second change allows the Housing Authority to explore the possibility of creating a Section 8 Homeownership Program.

 

Discussion

The plan must be consistent with the County's Consolidated Plan to be certified by HUD.

As required by HUD regulations, the Agency Plan must be transmitted electronically by April 14, 2003, along with the transmission certification, to formalize the transmission.

The Agency Plan submittal has been approved by the County Counsel's Office as to form.

 

Vision Alignment

The Housing Authority Agency Plan keeps the commitment of: Offering a full range of housing choices and goal number 9: Housing exists for people at all income levels and for all generations of families by informing the County of San Mateo residents of the housing programs available to them.

 

Fiscal Impact

There is no Net County Cost associated with this action. All funds required to operate the program are supplied by HUD.
