Agreement with Second Harvest Food Bank 2002-03 for the operation of the Brown Bag Program

 

Recommendation

Adopt a resolution authorizing:

1.

An agreement with Second Harvest Food Bank 2002-03 for the operation of the Brown Bag Program; and

2.

Director of Health Services to execute amendments and minor modifications to this agreement, not to exceed $25,000.

 

Background

Fiscal year 2002-03 is the second year of a four-year planning and funding cycle for Older Americans Act (OAA) and Community-Based Services (CBSP) funded programs initiated through a Request for Proposal (RFP) released by Aging and Adult Services (AAS) in FY 2000-01. The Commission on Aging approved this RFP, along with an agreement designating the County of Santa Clara as the provider of a Brown Bag Lunch Program for the County of San Mateo.

 

Discussion

During the past two years, a Memorandum of Understanding with the County of Santa Clara provided the Brown Bag Lunch Program to San Mateo County residents directly through an agreement with Second Harvest Food Bank in San Carlos. Funding for San Mateo County's share of that program was provided by the state directly to Santa Clara County. In the summer of 2002 the County of Santa Clara stopped contracting for the Brown Bag Program and shifted its share to another program. Discussions at the California Department of Aging ultimately resulted in the decision to stop the Brown Bag Program altogether, beginning July 1, 2003. San Mateo County was notified of its share for 2002-03 in January 2003. Second Harvest has continued services in San Mateo County by using other funding, but that level of service cannot continue.

 

This contract will allow AAS to continue the local Brown Bag Program with Second Harvest Food Bank for the balance of the 2002-2003 fiscal year. It is expected that there will be no funding for the program after June 30, 2003. The State Department of Aging requires all Area Agency on Aging contracts to be approved by the Board of Supervisors.

 

The provider complies with the Equal Benefits Ordinance.

 

Vision Alignment

This agreement keeps the commitment of Ensuring Basic Health and Safety for All and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality of life. This agreement contributes to this commitment and goal by providing services designed to assist individuals with the greatest needs to maintain their independence and dignity within the least restrictive setting possible.

 

Fiscal Impact

The term of this agreement is February 1, 2003 through June 30, 2003. The total contracted cost for Brown Bag Program is $23,424. State funding for CBSP services provides the funding for this program. These funds are included in the approved 2002-2003 AAS budget.
