Second Amendment with YMCA, Pacifica Youth Service Bureau

 

Recommendation

Adopt a Resolution authorizing execution of a Second Amendment to the Agreement with YMCA, Pacifica Youth Service Bureau (PYSB) to add $30,000 for the court-ordered therapy services. The new total obligation with this Second Amendment will be $175,676.

 

Background

YMCA, Pacifica Youth Service Bureau provides assessment, counseling and court-ordered therapy for at-risk and abused children who live in the north part of the County and are referred by Children and Family Services. This area of the County is a difficult to reach location and the current Medi-Cal provider is unable to provide the adequate level of services to this part of the County. 

On January 23, 2002, the County Manager approved Agreement #74200-02-C218 for child abuse prevention case management and court-ordered therapy services.

The Human Services Agency is the public agency designated to administer AB2994 the Child Abuse Prevention, Intervention and Treatment (CAPIT) and Community Based Family Resource and Support Programs (CBFRS). The Children's Trust Fund, CAPIT and CBFRS funds are the County resources for the child abuse prevention and treatment programs and are included in the San Mateo County Three Year Plan. Children's Collaborative Action Team (CCAT) the San Mateo County Child Abuse Council is the designated AB2994 Child Abuse Trust Fund Commission for distribution of child abuse prevention funds and is under the direction of the Office of Child Abuse Prevention (OCAP) that developed the County's Three Year Plan.

On March 6, 2002, Children's Collaborative Action Team (CCAT) released a Request For Proposal (RFP) to contract for Child Abuse Prevention, Intervention and Treatment services for the next three years.

On December 3, 2002, a First Amendment to the Agreement was presented to the Board of Supervisors and Resolution #65700 was adopted to continue to provide child abuse prevention case management and court-ordered therapy services at these difficult to reach locations.

 

Discussion

The Human Services Agency recommends a Second Amendment to provide additional funds for FY 2003-04 and FY 2004-05 to the YMCA, Pacifica Youth Service Bureau to continue the court-ordered therapy services to at-risk and abused children.

This Agreement has been reviewed and approved as to form by the County Counsel's Office. Risk Management has reviewed and approved the contractor's insurance coverage.

Vision Alignment

The Agreement with the YMCA, Pacifica Youth Service Bureau keeps the commitment of: Ensuring basic health and safety for all and goal number 8: Help vulnerable people-the aged, disabled, mentally-ill, at-risk youth and others achieve a better quality of life. YMCA, Pacifica Youth Service Bureau contributes to this commitment and goal by providing case management and therapy services to children and families who are identified for being at-risk of abuse and neglect.

 

Fiscal Impact

The term of the Agreement is December 1, 2001 through June 30, 2005. The amended portion of this Agreement is $30,000, of which $21,000 is Child Welfare Services Funds and $9,000 is Net County Cost. The new total obligation of this Agreement is $175,676. Funds have been budgeted in FY 2003-04 and there is no additional Net County Cost to the FY 2003-04 budget with the approval of this Amendment. Funds will be budgeted for FY 2004-05.
