Alcohol and Drug Prevention Agreements for the State of California, Safe and Drug Free Schools and Communities Grants

 

Recommendation

Adopt a Resolution authorizing:

 

    1.

The President of the Board of Supervisors to execute Agreements with: Cabrillo Unified School District in the amount of $ 116,610, Coastside Collaborative for Children, Youth & Families in the amount of $16,131, El Centro de Libertad in the amount of $45,000, South Coast Children's Services in the amount of $165,168, Asian American Recovery Services in the amount of $324,000, and Youth Leadership Institute in the amount of $240,000, for the period of January 1, 2003 through December 31, 2005; and

 

    2.

The Director of the Human Services Agency to execute amendments and minor modifications during the term of the Agreements; however, as to each Agreement, such authority is limited to:

 
 

a) reducing the County's maximum fiscal obligation in the event there is a commensurate reduction in the funding received by the County;

 
 

b) increasing the County's maximum fiscal obligation in the event there is a commensurate increase in funding received by the County; however, said increase shall be limited to a total of $25,000 per Agreement; and/or

 
 

c) making changes in the types of services provided by the Contractors, as long as the changes have no impact on the County's maximum fiscal obligation.

 

Background

In September 2002, San Mateo County Alcohol and Drug Services (AOD) submitted two grant proposals in response to the State of California Department of Alcohol and Drug Programs' (DADP), Safe and Drug Free Schools and Communities (SDFSC) request for applications. On January 31, 2003, AOD was awarded two thirty-six month grants totaling $1,197,296 to implement Youth Development Partnerships (YDP) prevention programs in the north and coastal regions of the County. The YDP programs are community-based collaborative efforts between the County, school systems and prevention providers. The Board of Supervisors approved the funding award on March 11, 2003 and the Request for Proposals (RFP) process was waived at that time.

 

The main goal of the YDP is to foster safe and drug-free learning environments that support student academic achievement. The programs and activities will work towards preventing illegal drug use and violence for at-risk and under-served youth. Alcohol and Drug Services developed the programs in cooperation with community-based service providers and schools in the Daly City/Pacifica and Half Moon Bay/Pescadero areas. The YDP programs will address identified local needs and incorporate principles of youth development and asset building.

 

Discussion

Through the North County YDP, Asian American Recovery Services will work with Special Services Counselors at five high schools in the Jefferson Union High School District and Youth Leadership Institute's Friday Night Live Coordinator to implement school-based services. The Coastside YDP will provide separate services in Half Moon Bay and Pescadero. In both geographical areas, services will focus on high school aged youth and will take place both at the high school site and in the community. Contracted service providers in Half Moon Bay include Cabrillo Unified School District, Youth Leadership Institute, El Centro de Libertad and the Coastside Collaborative for Children, Youth & Families. In Pescadero, service providers South Coast Children's Services and El Centro de Libertad will work collaboratively with the Pescadero High School administration in providing the services. An estimated 300 youth will participate in the grant-funded services each year.

 

The Resolution and Agreements have been reviewed and approved as to form by the County Counsel's Office.

 

Performance Measures

The goal of these programs is to reduce violence and alcohol/drug use among teens by expanding youth development and environmental prevention both within and outside of the schools. This goal is consistent with the Human Services Agency's Outcome Based Management (OBM) Program Plan. Below are the Performance Measures included in the OBM Program Plan for alcohol and drug prevention services. The addition of SDFSC funded prevention services will assist AOD in meeting the overall prevention service projections for FY2002-03. SDFSC services will be incorporated into future OBM projections for alcohol and drug prevention services .

Vision Alignment

These grant-funded services are consistent with the commitment to: Ensure basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled, mentally ill, at-risk youth and others - achieve a better quality for life. The services contribute to this commitment and goal by providing individuals involved in the SDFSC grant-funded services with the skills and knowledge necessary to live alcohol and drug free lives, which in turn contributes to the health and safety of the communities in San Mateo County.

 

Fiscal Impact

Total funding for the 36-month period of the Coastside Youth Development Partnership grant is $597,296; funding for the North San Mateo County Youth Development Partnership grant is $600,000. There are sufficient appropriations ($199,435) available for the first six-months of these grant-funded services in the FY2002-03 Human Services Agency budget. There is no Net County Cost associated with these Agreements.
