SUBJECT:

Polhemus Road Sanitary Sewer Improvement Project - San Mateo/Hillsborough Area (Project No. SC101, F-36 [275B])

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Polhemus Road Sanitary Sewer Improvement Project.

 

Previous Board Action

Adopted Resolution No. 65857 on February 25, 2003, adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for the above-mentioned project.

 

Discussion

On Tuesday, March 25, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

1300 Carroll Avenue

San Francisco, CA 94124

 

at $524,830 was the lowest bid received.

 

The Engineer's estimate for the complete project was $700,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined that the affirmative action program submitted by D'Arcy & Harty Construction is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "ensure basic health and safety for all" and Goal Number 7, "maintain and enhance public safety of all residents and visitors," as it will improve the sanitary sewer system serving this area.

 

Fiscal Impact

The total estimated cost for construction and contingencies is $577,000, which includes a ten percent (10%) contingency as the work is bid on a unit price basis (i.e., linear feet of sanitary sewer pipe installed, length of pipe required to be exposed). The contingency is used to pay the contractor for any additional material placed for the various bid items as the actual quantity used depends on the actual limits of the construction project.

 

The Crystal Springs County Sanitation District has appropriated sufficient funds to finance this work.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
