SUBJECT:

Accessibility Upgrades and Renovations at Four County Facilities - San Carlos Airport; Day Top Village; Maguire Correctional Facility; and the Women's Correctional Facility

 

Recommendation

Adopt a resolution adopting plans and specifications, determining prevailing wage scales and calling for sealed proposals for Accessibility Upgrades and Renovations at San Carlos Airport, San Carlos; Day Top Village Treatment Center, East Palo Alto; Maguire Correctional Facility, Redwood City; and the Women's Correctional Facility, Redwood City.

 

Previous Board Action

Approved similar accessibility upgrades and renovations at various County facilities in previous fiscal years.

 

Key Facts

1.

The American with Disabilities Act (ADA) prohibits discrimination on the basis of disability. The Act guarantees disabled persons equal access to public services.

 

2.

The proposed project will remove architectural barriers at the four County facilities to improve access by the disabled community.

   

3.

Additional improvements at San Carlos Airport are also included in the proposed project which are proposed to be funded by the Airport Fund.

 

Discussion

County staff trained by the Center for Independence of the Disabled (CID) surveyed all County buildings for compliance with ADA. The Commission on Disabilities, ADA Compliance Committee reviewed the surveys and established priority facilities for ADA improvements County-wide. This scope of work is listed in the San Mateo County Transition Plan approved by the County Manager in October of 1996. The ADA Compliance Committee then made site visits, reviewed the surveys for these County facilities, identified and prioritized the deficiencies that in their judgment, were the most important to correct. The scope of work for this accessibility project was established using the procedures as described above.

 

A base bid will be requested for accessibility upgrades and renovations, with additive bids concurrently requested for related work at the Administration Building at San Carlos Airport.

 

The aggregate scope of work at the four facilities include:

Add new accessible parking, add vehicle drop off areas, identify access pathways, and add proper signage/identification. Add new and upgrade existing access ramps, as conditions dictate, from the parking level to facility entries.

 

    ·

Remove and replace existing non-accessible restrooms and showers with complying restrooms, showers and accessories.

 

    ·

Provide accessible drinking fountains and telephones.

 

    ·

Modify public counters, public service windows, and public lockers to improve accessibility.

 

    ·

Add various accessibility and directional signs.

 

Supplemental work at the Airport's Administration Building will include:

Replace the existing boiler, located in the attic above the two new accessible restrooms, that services the building mechanical systems. The existing boiler has reached the end of its life cycle;

Lobby improvements, which interface with accessibility work.

 

Vision Alignment

We believe our recommendation is consistent with Shared Vision Commitment to "ensure basic health and safety for all" and Goal Number 7 to "maintain and enhance public safety of all residents and visitors," as the proposed improvements will allow better access to these County facilities by disabled persons.

 

Fiscal Impact

The Engineers Estimate for the base bid work is $370,000; and an appropriation in the Capital Projects Budget, financed from the surcharge on facilities fees, was approved in the 2002/03 fiscal year budget. The additional work at San Carlos Airport is estimated to cost $60,000 and will be paid for with funds available in the Airport Enterprise Fund. We will recommend an Appropriation Transfer Request to transfer the necessary Airport Funds to the Capital Projects budget prior to our recommending that a contract be awarded to the low bidder.

 

There is no additional impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
