Recommendation |
Adopt a resolution authorizing the President of the Board to execute an agreement with The Regents of the University of California for General, Vascular and Thoracic Surgery. |

Background |
The Regents of the University of California provide general, vascular and thoracic surgery. Previously, these services were provided under the agreement with Medical Associates of San Mateo County. As of March 31, 2002, San Mateo Medical Center (SMMC) no longer contracted with Medical Associates of San Mateo County (MASMC) for these services. San Mateo Medical Center subsequently contracted with Western Integrated Medical Group while a Request for Proposals (RFP) process was developed. The University offered the Medical Center the best price and scope of services. |

Discussion |
Surgery services are provided under the general direction of the Chief Executive Officer of San Mateo Medical Center. Monitoring and evaluation of the quality of services provided by contractor are accomplished through peer review by the Quality Assurance Committee and the Chief Executive Committee of the Medical Staff.
This contract continues a new relationship between the County and the University of California, San Francisco (UCSF), as well as a new model for providing professional medical services at SMMC. Through this contract, SMMC will be able to insure access to the highest standards of medical quality for which UCSF is known, as well as insure continuous on-call coverage 365 days a year through UCSF's staffing depth. This agreement also incorporates vascular and thoracic surgery in addition to general surgery. |

This agreement keeps the commitment to Ensure Basic Health and Safety for All and goal number 5: Provide residents access to healthcare and preventive care. The agreement contributes to this commitment and goal by continuing to provide surgery services to County patients. |

Fiscal Impact |
The term of the agreement is three years from July 1, 2002 through June 30, 2005. Delay in processing this agreement is due to time spent negotiating the agreement and contractor's delay in returning a signed agreement due to their review process. The maximum amount for the term of the agreement is $2,717,000 for general and thoracic surgery and $483,400 for vascular surgery. Funding for FY2002-03 is included in the Adopted Budget for San Mateo Medical Center. Funding for FY2003-04 and FY2004-05 will be included in future year budget requests. |
