Recommendation |
Adopt a Resolution authorizing execution of a First Amendment to the Agreement with the Center for Domestic Violence Prevention to provide additional funding for a new transitional housing program in the amount of $175,000 and extend the term through June 30, 2004. |

Background |
The Center for Domestic Violence Prevention (CDVP) has provided domestic violence services including shelter needs to clients of the Human Services Agency for almost ten years. CDVP provides twenty-four hour support line services, shelter assistance, a transitional housing program, education, counseling, support services, legal services, an emergency outreach program, job counseling and a children's program for victims of domestic violence. These services are an integral part of the Human Services Agency's continuum of prevention and intervention services to children and families. |

In order to enable battered women and their children to break free from the cycle of abuse and gain self-sufficiency, the Human Services Agency and the Center for Domestic Violence Prevention have implemented a new transitional housing program. In addition to providing a sixteen bed shelter program and six bed transitional housing program, the new Community Transitional Housing Pilot Program will provide at least one housing unit along with intensive case management services to assist the family with movement toward self-sufficiency. |

Discussion |
The Center for Domestic Violence Prevention and Sor Juana Ines, the only two San Mateo County domestic violence agencies began exploring a strategic restructuring process last summer. After undergoing a comprehensive due diligence process, the Board of Directors for both agencies made a unanimous decision to merge the organizations. The result of strategic restructuring through a merger will be a stronger organization better positioned to deal with the issue of domestic violence prevention and treatment in San Mateo County. A strategic planning effort will create a stronger organization that is more united and better able to focus on and execute its mission. The newly merged organization will be meeting with leaders located throughout the cities in San Mateo County to negotiate transitional housing for victims of domestic violence that live in their respective cities. |

This Agreement has been reviewed and approved as to form by the County Counsel's Office.Risk Management has reviewed and approved the contractor's insurance coverage. |

Vision Alignment |
The Agreement with the Center for Domestic Violence Prevention keeps the commitment of ensuring basic health and safety for all and goal number 8: Help vulnerable people - the aged, disabled mentally ill, at-risk youth and others - achieve a better quality of life. The Agreement contributes to this commitment and goal since CDVP provides shelter, transitional housing, legal services, counseling and emergency assistance to battered women and their children who are at risk of physical and emotional harm. |

Fiscal Impact |
The term of this Agreement is from October 1, 2002 through June 30, 2004. The total obligation is $300,100, of which $175,000 is added through the approval of this Amendment. Of the $175,000, $150,000 is funded through the Marriage License and Certificates Trust Fund, $24,500 is funded through Child Welfare Services Funds and $10,500 is Net County Cost. There is no additional Net County Cost added to the Adopted Budget due to the approval of this Agreement. |
