Recommendation | ||
Adopt a resolution authorizing execution of an agreement that will allow the County to exchange Federal Transportation Equity Act for the 21st Century (TEA-21) Funds for State Highway Funds and also provides the County with State Matching Funds. | ||

Giving TEA-21 dollars to the State in exchange for State Highway dollars provides us with greater flexibility in using the funds and eliminates Federal "red tape". | ||
Discussion | ||
Prior to the Federal TEA-21 legislation, Counties were eligible for Federal Aid Secondary (FAS) Funds together with State Matching Funds. The FAS program was eliminated but the intent of the legislation was to continue to provide this type of program to the Counties. Section 182 et. Seq. of the State of California Streets and Highways Code provides for the exchange program and continued the State match. Approximately $267,000 will be made available to the County for road purposes through this program. The County has no commitment that any specific project must be funded; however, the funding must be used for road purposes. | ||
Vision Alignment | ||
We believe our recommendation is consistent with the Shared Commitment to be a "responsive, effective and collaborative government" as the exchange funds provide greater flexibility in determining projects. | ||
Fiscal Impact | ||
Under the terms of the Agreement, the State will give the County $178,268 in State Funds in exchange for the same amount of TEA-21 Funds, together with State matching funds in the amount of $89,134 for a total of $267,402. These funds must be placed in a special account in the Road Fund and used only for road purposes. There is no impact to the General Fund. | ||
