Coyote Point Marina 2003 Maintenance Dredging Project

 

Recommendation

Adopt a resolution awarding and authorizing execution of a contract for the Coyote Point Marina 2003 Maintenance Dredging Project.

 

Previous Board Action

Adopted Resolution No.065878 on March 11, 2003, adopting plans and specifications, determining prevailing wage scales, and calling for sealed proposals for the above referenced project.

 

Discussion

On April 1, 2003, bids were accepted for this project and subsequently referred to this office for checking and recommendation. The bids have been checked and the bid of:

 

Dutra Dredging Company

1000 Pt. San Pedro Road

San Rafael, CA 94901

 

at $801,000, was the lowest bid received.

 

The Engineer's estimate was $1,090,000. A summary of the bids received is as follows:

We have reviewed the contract documents and have determined the Affirmative Action Program submitted by Dutra Dredging Company is in accordance with the current Affirmative Action Guidelines.

 

Vision Alignment

We believe our recommendation is consistent with the Shared Commitment to "preserve and provide people access to our natural environment" and Goal Number 15 "residents have nearby access to green space, such as parks and recreational opportunities", as the dredging will allow the boating public to continue to have access to the bay for recreational opportunities, from the Coyote Point Marina.

 

Fiscal Impact

The project was bid on a unit price basis (per cubic yard of material dredged) with the provision that we could adjust the amount to be dredged to match the funds that are available for this work. We received a favorable bid and are therefore recommending that the contingency amount be increased above the normal 10% (approximately $80,100) to 35% (approximately $280,000) in order that we can dredge additional areas of the Marina under this contract, if the work can be accomplished within the time limits imposed by the permitting agencies. The additional work will be covered by a contract change order and the contractor will be paid for the extra work based on the unit price that was submitted with his bid.

 

The total estimated cost of the work is $1,081,000 based on the low bid of $801,000 and a 35% contingency of $280,000. An appropriation in the Capital Project Budget, financed with Marina Funds, was approved by your Board as part of the County's 2002/03 budget.

 

There is no impact to the General Fund.

 

A form of resolution has been approved by County Counsel.
